Sullivan District No.3 Commissioner: John Austin County Administrator: Philip Morley Clerk of the Board: Lorna Delaney MINUTES Week of March 9, 2009 The meeting was called to order at the appointed time by Chairman David Sullivan in the presence of Commissioner Phil Johnson and Commissioner John Austin. PUBLIC COMMENT PERIOD: The following comments were made by citizens in attendance at the meeting: three representatives from Pope Resources commented about the proposed land swap between Pope Resources and the State Department of Natural Resources in order to better manage their properties by having them in closer proximity, and they asked the Board if they could schedule a presentation on the land exchange at a workshop when they would have more time to explain the information that has been compiled; a DNR public hearing on the land exchange is scheduled on March 31; a citizen stated his opinion that employees in the Health Department, Department of Community Development and Public Works Department should have to fill out timecards in 15 minute increments; property owners commented about the reduced sales price of shoreline property due to the proposed buffers and setbacks from the water in the draft Shoreline Master Program; two citizens referenced a recent King County Court case regarding critical area buffers that went to the Supreme Court who voted not to make a decision or change the ruling in favor of property rights advocates; and a resident who has taken the County to court several times due to busine~s zoning regulations stated that he is not going to give up on his fight to restore his business. APPROVAL AND ADOPTION OF THE CONSENT AGENDA: Commissioner Johnson moved to approve the Consent Agenda as submitted. Commissioner Austin seconded the motion which carried by a unanimous vote. 1. AGREEMENT re: Rick Tollefson Memorial Trail Design Services; Jefferson County Public Works; MacLeod Reckord 2. AGREEMENT re: 4-H After School Program Lead Teacher Services; WSU - Jefferson County Extension Office; Virginia L. Beard 3. AGREEMENT re: 4-H After School Program Lead Teacher Services; WSU - Jefferson County Extension Office; Sue Hay 4. American Recovery and Reinvestment Act (ARRA) Transportation Funding Application; Center Road Asphalt Overlay Phase 4; Jefferson County Public Works; Washington State Department of Transportation 5. Letter of Support for Port Hadlock Wastewater System to be Included in the State and Tribal Assistance Grants (STAG) Program; Representative Norm Dicks 6. Letter of Endorsement for FY2010 Appropriations Request for Olympic Discovery Trail; Representative Norm Dicks Page 1 Commissioners Meeting Minutes: Week of March 9,2009 7. Advisory Board Resignation; Jefferson County Lodging Tax Advisory Committee (LTAC); Debi Bainbridge Joint Letter with Clallam County Commissioners Requesting Support for Voluntary Donations for Local State Parks System to State Legislators: Commissioner Austin reported that he testified at a State Parks Commission hearing last week against the closures of Old Fort Townsend State Park and Bogachiel State Park due to State budget constraints. There are also concerns that Fort Flagler State Park and Fort Casey State Park may also be closed. Commissioner Dorherty from Clallam County was also at the hearing. Commissioner Austin presented a draft joint letter from the Jefferson County Commissioners and the Clallam County Commissioners to the Peninsula's State Legislators supporting the system that Montana uses to seek funding support from citizens in order to maintain their parks. It is a voluntary donation and not a tax. He noted that it is very successful. Commissioner Austin moved to have the Jefferson County Commissioners and Clallam County Commissioners sign the joint letter and send it to Representative Kessler, Representative Van De Wege, and Senator Hargrove with copies sent to the State Parks Commission. Commissioner Johnson seconded the motion which carried by a unanimous vote. COMMISSIONERS BRIEFING SESSION: The Commissioners reported on the following subjects. Commissioner Austin: · He said that he would like to have Pope Resources do a presentation at a workshop on the proposed land exchange with the State Department of Natural Resources. The other Commissioners concurred. Commissioner Johnson: · The Nature Conservancy gave him information regarding the three acres on Dabob Bay on Hood Canal that HJ Carroll gave to State Parks. State Parks is willing to give the property to Jefferson County. Commissioner Austin noted that he did a site visit of the property and it is not easily accessible by foot. Commissioner Johnson plans to talk with Parks Manager Matt Tyler and have the Parks Advisory Board make a recommendation on the acquisition. The County Administrator cautioned that maintenance and liability also need to be reviewed. APPROVAL OF MINUTES: Commissioner Johnson moved to approve the minutes of February 17, 2009 as submitted. Commissioner Austin seconded the motion which carried by a unanimous vote. BID OPENING re: Publication of County Legal Notices: The Clerk of the Board noted that one bid was submitted for publication of County legal notices by the Port Townsend Leader. The proposal is $7 per column inch. The bid will be reviewed and a recommendation will be made to the Board for bid award. Page 2 Commissioners Meeting Minutes: Week of March 9,2009 . County Administrator Briefing Session: The following items were discussed. State Transportation Secretary Paula Hammond presentation regarding Port Townsend/Keystone ferry service at the Chamber of Commerce meeting. Representatives from the Port of Port Townsend and Puget Sound Express gave a presentation regarding a potential Port Townsend/KingstonlSeattle passenger ferry. Letter Requesting Passenger Ferry Service Route During Hood Canal Bridge Closure; State and Federal Legislators: Commissioner Austin moved to direct the County Administrator to sign and send letters to State and Federal Legislators requesting that a passenger ferry service route be established from Port Townsend to Kingston to Seattle when the Hood Canal Bridge closes for repairs that would continue through the end of the year. Commissioner Johnson seconded the motion which carried by a unanimous vote. The Board directed that letters be sent to Representative Kevin Van De Wege; Representative Lynn Kessler; and Senator James Hargrove; Senator Maria Cantwell; Senator Patty Murray; and Representative Norm Dicks with copies to Susan Bauer of the Peninsula Development District and Clallam County Commissioner Doherty. Commissioner Austin reported on the WSAC Legislative Steering Committee meeting he attended last week. Future plans for State Parks in Jefferson County that may be closed. Appointments to the Planning Commission, the Tourism Coordinating Council, the Lodging Tax Advisory Council, and the Housing Authority. Draft Shoreline Master Program technical questions from the Board to consultant. Pope Resources/State Department of Natural Resources land exchange workshop and questions that the Board may want answered at that time. Submission of two State and Tribal Assistance Grant (STAG) applications for County projects. Commissioner's State Retirement System benefits. . . . . . . . . . NOTICE OF ADJOURNMENT: Commissioner Johnson moved to adjourn the meeting at 4:16 p.m. until the next regular meeting on Monday, March 16, at 9:00 a.m. in the County Commissioners Chambers.
