ANALYSIS: JCFMO has received a properly submitted application to change the naming of a private named road: Mount Walker View Drive. The application has been distributed to interested public entities for comment in compliance with JCC 12.20.150. The E911 ordinance and JCC 12.20.150 state that a public hearing and public comments are to be reviewed and deliberated prior to new road name selection. Should the Board determine that a road name change be granted, a resolution is required. FISCAL IMPACT: There are no direct fiscal impacts as a result of this proposed update. RECOMMENDATION: Staff recommends the Board hold the hearing with public comment and take action by passing a resolution to adopt one of the three proposed road names. (2)Within 15 business days from receipt of the petition,the county shall determine whether the petition is valid by confirming that sufficient valid signatures have been submitted.Petitions without sufficient valid signatures shall be denied. • (3)Within 10 business days from the date that the petition has been validated,the proposed road names shall be reviewed to determine which names meet the road name criteria of this chapter.If the petition does not propose an acceptable name,it shall be returned to the lead petitioner.The petitioners may submit additional road names for review. Drive to Starry Night Place WHEREAS, Jefferson County Code Title 12 Public Ways and Places governs county uniform road naming, including chapter 12.20 JCC 911 Emergency Locator System; and, WHEREAS, section 12.20.150 JCC authorizes road name changes for established private roads that have been properly named through Jefferson County; and, WHEREAS, in accordance with section 12.20.150 JCC, a petition was presented to the Jefferson County Department of Community Development (DCD) by at least 75 percent of the property owners adjoining the road for Walker View Drive to be renamed; and, WHEREAS, it is in the interest of the property owners to rename the road considering Mt. Walker is not viewable from Walker View Drive located on the Coyle peninsula; and, WHEREAS, it is in the interest of the property owners to rename the road considering the current name draws unintended attraction to the area in an attempt to view Mt. Walker; and, WHEREAS, DCD having contacted all interested property owners currently addressed on Walker View Drive by mail; and, WHEREAS, all three potential road names having been provided and commented on by interested agencies through two rounds of call for agency comment; and, WHEREAS, the Jefferson County Board of County Commissioners having held a public hearing to review the road name change petition and determined the road name should be changed; and, NOW, THEREFORE, THE BOARD OF COUNTY COMMISSIONERS OF JEFFERSON COUNTY, WASHINGTON, HEREBY RESOLVE AS FOLLOWS: Section 1. Whereas Clauses are Findings of Fact. The Jefferson County Board of Commissioners hereby adopts the above"Whereas"clauses as Findings of Fact. Section 2. Purpose. The purpose of this resolution is to grant the petition of the property owners adjoining the private road Walker View Drive and adopt the new road name of Starry Night Place. Section 7. Severability. If any section, subsection, sentence, clause, phrase or section of this Resolution or its application to any person or circumstance is held invalid, the remainder of this Resolution or its application to other persons or circumstances shall be fully valid and shall not be affected. Section 8. SEPA Categorical Exemption. This Resolution is categorically exempt from the State Environmental Policy Act under WAC 197-11-800 (19). 1 of 3 Section 9. Effective Date. This Resolution shall take effect and be in full force immediately upon approval and adoption by the Board of County Commissioners.
