Broders James A. DeLeo Chairman Vice-Chairman Member Chairman William S. Marlow called the meeting to order at 1 :30 p.m. in the presence of Vice-Chairman Richard A. Broders. Member James A. DeLeo was absent. In the morning the Board conducted physical inspections ofthe following properties except for Kah Tai Nursing Care Center. DETERMINATIONS Kah Tai Medical Investors, LLC c/o S C & H Group, LLC 910 Ridgebrook Road Sparks, MD 21152 BOE: 07-15-C PN: 948817101 After careful consideration of the information submitted by both parties, the Board determined that the method of valuation (income approach) presented by the appellant may not reflect the true and fair market value. State law requires property be valued at its "highest and best" use. The Board feels that the method used by the Assessor's office to value the property more closely reflects "highest and best" use and therefore, represents true and fair market value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$2,925,125 ($929,900 for the land and $1,995,225 for the improvements). Chairman Marlow seconded the motion. The motion carried. Based on the sale/purchase price of this parcel, the current assessed value represents fair market value. Quilcene, W A 98376 ROE: 07-14-R PN: 802 252 025 The Board carefully considered the information submitted by both parties and conducted a physical inspection of the property. It was noted that the Assessor's staff offered a 50% reduction offthe improvement value due to the "unfinished" condition of the house. The Board concurred that even though the appellant rejected the offer, they feel it is fair and agreed to reduce the improvement value by 50%.. Vice-Chairman Broders moved to overrule the Assessor's valuation for the improvements only and reduce it from $74,460 to $37,230 for a new total property valuation of $11 0,430. Chairman Marlow seconded the motion. The motion carried. (See also minutes of August 29, 2007) Howard Gilbert & Pamela Roberts 1334 Leland Valley Road W. Quilcene, W A 98376 BOE: 07-01-R PN: 802 264 011 The Board carefully considered the information submitted by both parties and conducted a physical inspection of the property. It was agreed that the appellants did not provide clear, cogent and convincing evidence to show that the Assessor's valuation (which is less than the appellant's 2001 purchase price) is not correct. Therefore, the Board is compelled to uphold the current assessed value. Vice-Chairman Broders moved to sustain the Assessor's valuation of$179,020 ($92,500 for the land and $86,520 for the improvements). Chairman Marlow seconded the motion. The motion carried.
