The Association's priorities outline the focused approach that WSTA will take during the 2025 legislative session. With the failure of I-2117, and with its failure the protection of $3 billion dollars over 16 years for transit, the Association will focus its efforts on defending those funds from being used for other programs. Further, we continue our efforts to transition our fleets to zero-emission, be it electrification or hydrogen, but we do so knowing that policy and legislation should not extend beyond the financial and technological means for the membership. Transit has and always will keep safety and security a top priority for our communities and employees and with it WSTA supports efforts to secure state funds to help with that priority. Finally, WSTA monitors all legislation and when necessary will oppose or support policies and legislation depending on its impact to the safe, effective and efficient delivery of public transit to our communities. WSTA is rebranding our entry level leadership program as "emerging" as we have grown our leadership program to include; TNLI Advanced, TNLI Executive and TNLI Lead. 2025 TNLI Emerging will accept 25 fellows for the upcoming class. Applications are now open and will be due January 31, 2025. We ask applications to read the syllabus completely as well as review all program events, including the 3 in-person sessions. This compromise legislation reconciles separate versions of WRDA bills passed by the House and Senate earlier this year. The measure is entitled the Thomas R. Carper Water Resources Development Act of 2024 (S. 4367) in honor of outgoing Senate EPW Committee Chair Tom Carper of Delaware, who is retiring at the end of this year. WRDA provides biennial direction for the U.S. Army Corps of Engineers (USACE) to conduct studies, construction, and research on port and harbor, inland water navigation, flood and storm protection, ecosystem restoration, and other water infrastructure projects. The 623-page WRDA 2024 bill authorizes USACE to carry out over 200 new feasibility studies and 21 projects for construction. House T&I Committee Chair Sam Graves lauded the bill’s focus on improving “ports, levees, navigation channels, flood protection, and more” as well as “policy and programmatic reforms to streamline Corps processes, reduce cumbersome red tape, and get projects done faster.” According to the section-by-section summary, if enacted, the provisions would: * modify the depth at which Federal ports and harbors projects can receive Federal assistance for construction and operation and maintenance; * modify considerations for the Inland Waterways Regional Dredge Pilot Program; * expand eligibility for projects that support remote and subsistence harbors; * establish a pilot program for emergency drought operations in Arizona, California, and Nevada; * authorize a private, non-profit entity to partner with the Corps on the operation and management of a Corps recreation facility; * allow non-Federal entities to utilize certain non-Federal disposal facilities managed by the Secretary for dredged material disposal with permission; * adjust the Inland Waterways Trust Fund cost share for authorized navigation projects on the inland waterways; * direct the Secretary to provide updates about Corps recreational sites, including operational status and recreational opportunities, through public databases; * authorize the Secretary to implement a national coastal mapping program to support navigation, flood risk management, environmental restoration, and emergency operations projects; and * prioritize Section 128 program activities to reduce nutrient pollution, utilize natural or nature-based approaches, protect wetlands, and advance technologies to detect harmful algal blooms; Notably, the 2024 WRDA measure also includes provisions on highway infrastructure funding, directing the U.S. Department of Transportation (DOT) to redistribute unobligated balances from the Transportation Infrastructure Finance and Innovation Act (TIFIA) Program to states as additional funding through the Surface Transportation Block Grant (STBG) Program. The legislation then instructs the agency to determine unobligated balances of Fiscal Year (FY) 2025 and 2026 TIFIA funding on April 1st of each respective fiscal year and then distribute 75 percent of those amounts to states through the STBG Program. Additionally, the WRDA bill provides a five-year reauthorization of the Economic Development Administration (EDA) from FY 2025 to FY 2029, the first such reauthorization in 20 years. Further, according to a press release, the legislation includes provisions to “increase the efficient use of federally-owned office space, including setting occupancy standards, strengthening congressional oversight and public accountability of federal real estate projects, selling certain unused federal properties, and saving money for taxpayers.” The final agreement was released as a House amendment to the Senate WRDA bill that passed in that chamber in August. Therefore, consideration of the final measure will likely begin in the House, but it is currently unclear whether the bill will be considered as standalone legislation or incorporated into another legislative vehicle. Regardless, the bill is expected to be passed with wide bipartisan support. Please let us know if you have any questions or concerns about the measure. Transportation U.S. Department of Transportation Office of the Secretary * The U.S. Department of Transportation (DOT) solicited <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d76c22fe2ef2a8361&id=0e9f9e6266&e=850008f825> stakeholder feedback to inform a potential future regulation to strengthen airline consumer protections. The Advance Notice of Proposed Rulemaking (ANPRM) <https://watransit.us12.list-manage.com/track/click?u=6c70c3a1d7 6c22fe2ef2a8361&id=a4759f228b&e=850008f825> outlines various mandates under consideration by the agency concerning airline obligations to passengers following airline-caused disruptions, including cash compensation, free rebooking, and expenses such as meals, overnight lodging, and transportation. DOT will accept public comments on the ANPRM until 60 days following its publication in the Federal Register.
