Treat it as though the citizens of Jefferson County are under attack from foreign and domestic forces. Write the Plan as though the private land in the county is the only source of food, water, shelter and fuel for its population, then you have covered the necessary elements. We are under an economic siege. The extent of the ramifications have not yet sunk in. The worst may yet happen. Thank you, John Richmond 4/22/2009 P.O. Box 536 Forks, WA 98331-0536 March 23, 2009 Public Comment Jefferson County Department of Community Development 621 Sheridan Street Port Townsend, WA 98368 Dear Planning Commission Members, This letter is a follow up on my comments of March 18, 2009, at your meeting in Pt. Hadlock. These comments are intended to help produce a more comprehensible SMP document, as well as offer commentary on effects of proposed policies and regulations. ARTICLE 7: 8. Restoration, B. Shoreline Environment Regulations: Why not simply say, "Restoration is permitted subject to provisions of this Program on the following shoreline classifications: Priority Aquatic, Aquatic, Natural, Conservancy, Shoreline Residential, and High intensity./I You would save 35 words and 1 inch of paper in this example, alone and avoid meaningless repetition. (Throughout the entire document, there are numerous opportunities to condense and clarify the text). ARTICLE 8: B. 6: High intensity: Rather than restricting new agricultural activities, unpaved interstitial areas could offer such things as providing shade with fruit trees, landscaping incorporating planters of herbs, root vegetables and other low water consumption plantings, in lieu of lawn grass, etc. C. 2. vi. Fencing: Elk and deer disturb shoreline vegetation in western Jefferson County to a greater extent than livestock and in the course of predator evasion, seek protection by standing in the nearest body of water, destroying any fencing in their path. 4. Forest Practices: C: Shoreline Environment Regulations: 3. There are four repetitions of: "may be allowed.../I of four of the shoreline classifications, along with an erroneous note of "volume", instead use: "trees", per Washington State Forest Practices Act. Other comments are herein offered, by reference, in my letter submitted to DCD Long Range Planning, dated January 29,2009. I reserve the right to provide additional comment throughout the process.
