Thank again Michelle ......Just a note and you can tell me what you think tomorrow, but one of the suggestions that I have
for the SMP is a definition for Horizontal Buffer:
"A required open space measured horizontally up land from a perpendicular to the OHWM".

Glad to help @ As you may soon see in my response(s) to some public comments, both SMP jurisdiction and buffers are
measured horizontallv from the ordinary high water line, not up the slope of the bluff face then back from there.
Imagine standing at the high tide line with a VERY tall pole, another person atop the bluff would measure on a level
plane from the top of that pole. Depending on the angle of the bluff, iSO' from OHWM might end up closer to the edge
in some places than in others.
Note: The administrator may increase the buffer if/when site-conditions deem it necessary (erosion, flooding, steep
slope, etc). See item #10 on page 6-5 and 6-6 of Article 6. Also, the buffer reduction and averaging provisions from the
CAO are not applicable when slopes are unstable and gradient is over 30%. (JCC 18.22.270(6) and (7)).
At this point we're struggling to process all the comments in time for Wednesday's meeting. We received another ~100
on Friday! Nearly 300 are already available for online viewing through the website. Go to
http://www.co.iefferson.wa.us/commdevelopment/ShorelineUpdate2005-9.htm#Public Comments and follow the
step by step instructions. You can print any/all comments you want from the Laserfiche system. NOTE: the County's
Information Services division was working on fixing some problem with Laserfiche today. It was supposedly working
again as of 1:22 pm today... We're providing the comments to Planning Commission digitally to conserve paper,
postage and staff time expenses.

Thanks Michelle ......what a wonderful map and it ties in with some questions I have on "Horizontal Set Backs or
Buffers", The front area (tax parcel 96500347) is a 30 to 45 degree bluff, know as Kala Point Common Area and is about
100 feet up from the OHWM. If there was to be a landslide, it would be on that bluff. Let's assume that the tip of the bluff
is 130' from OHWM, does that mean that someone could build 20' or 30' from that lip? Considering some of the
landslides I have seen, that does not seem prudent.
I have just reviewed letters 14 -24 that we received as hard copies and found them to be most enlightening. Would it be
possible to put the letters in groups of 10s to read online? That way we could print what we considered the most relevant
and I would hope it would make life easier for you.

Hi Patricia,
In looking up your parcel on our mapping, it appears you are not within the 200' jurisdictional area for the SMP. I used
the Ruler tool (sixth button down on the left) and measured from the shoreline to the nearest corner of your parcel.
The measurement shows up at the top of the screen under "Total" as 262.25 FEET.

The mailing list we used was compiled from a GIS mapping query of the Assessors records for any/all parcels that
intersect/are intersected by a 220' shoreline area. The extra 20' above the 200' SMP jurisdiction is a 'slop factor' used
to be sure we didn't miss anyone who's parcel is very close since jurisdiction is based on distance from the Ordinary
High Water Mark, which is not mapped but determined on a site-specific basis upon permit review. The result of that
database query is attached for your interest. This list was further processed to remove duplicates, ensure changes of
address were included, etc. then printed to mailing labels.

The comment book continues to grow and we're frantically trying to process the additional "'100 comments that
arrived since we finished our work week last Thursday 1/29. We'll hope to be as far along as possible by the time you
arrive to review the record.

Tax parcel # 965 500 009 and yes it is in my name. Did you see Kala Heights addresses on the list? Those would be
Kala Pointers who live on the bluff and are concerned about erosion and tree removals.
Hope to look at the "letter book" on Tuesday but if I am not able to get into town, it will have to wait until Wednesday.

Sorry for the delayed response. Attached is a JPG version of the postcard that went out to shoreline land owners
based on records from the Assessors database. I checked the list and did not see your name. Are you listed as the
landowner where you live or perhaps it's under a different name?
Turn out at last week's public hearing was voluminous and vociferous! @ About 100 people attended and some 44
provided oral testimony. There were a lot of vehement concerns voiced, many seemingly based on
misunderstanding/misinformation or general distrust/antagonism.
Also, we do have the binder of public comments that you're (of course) welcome to come in and review. Please note
that as of today it's not currently up to date as we've received about 130 written comments since last week's public
hearing. We hope to be able to get that done tomorrow. All but "'20 are posted online at
http://www.co.iefferson.wa.us/commdevelopment/ShorelineUpdate200S-9.htm#Public Comments if you want to
view them there too.
We're also preparing a matrix that will summarize comments as organized by topic (Aquaculture, Vegetation
Conservation, Buffers, etc) as a tool to help Planning Commission determine their approach to reviewing the PDSMP
and to highlight actual substantive changes that might be recommended. We'll provide that to the group next week
for the 2/4 meeting.

I live on the shore line but did not receive a post card and unfortunately was not able to view a readable copy from the
web site. Was there a good turn out for the public hearing on January 21? Before the February 4 meeting I would like
to read all letters and will stop by DCD to look at the "letter notebook" and maybe I could pick up a post card at that
time.
