e
Michele...Once again, you are doing a terrific job of keeping people informed. I read the blurb about yesterdays
presentation to the BOCC in the paper. Unfortunately had to work....but think you're doing a great job!

Subject: SMP: PC mtg & proposed legislation
Hello All,
Just a reminder that the Planning Commission will meet tomorrow night (6:30pm at WSU Extension/Shold Business
Park in Port Hadlock) for a Special Meeting to continue deliberations on the Preliminary Draft SMP. The agenda is
online at http://www.co.iefferson.wa.us/com mdeve lopment/PDFS/PCAgenda/2009%20Agendas/PC%20Agenda%2002-
25-09 Spec%20mtg.pdf. They intend to discuss Beach Access Structures and Boating Facilities.
Yesterday, the Board of County Commissioners (BoCC) received the Planning Commission letter of request for a 90-day
timeline extension. BoCC delayed taking action on that request until DCD staff and the County Administrator can
present additional information on the schedule & budget implications. This is anticipated in the next few weeks.
Also, two efforts at new State legislation are underway that could affect shoreline planning & management:
· Companion bills HB 1970 & SB 5836 propose to eliminate the County from reviewing proposals for marine
transport facilities for sand/gravel mining operations, leaving WA Dept of Natural Resources as sole authority.
The bills are written to focus only on Jefferson County by definition of population and location. Learn more
and/or contact your State representative directly (NOT Jefferson County) online at:

o http://apPs.leg.wa.gov/billinfo/summarv.aspx?bill=5836&vear=2009
· HB 1653 is proposed by WA Departments of Ecology and Community, Trade & Economic Development (CTED)
and supported by the WA Assn. of Ports to clarify the relationship between Growth Management Act Critical
Areas regulations and Shoreline Management Act Shoreline regulations. This is in light of the
Anacortes/Futurewise decision by State Supreme Court which is awaiting action on a Motion for
Reconsideration. Learn more and contact your State representative directly (NOT Jefferson County) online at:
