Hi Michelle:
In reading your "Myth Busters". How many that took part in your project have owned property that will be affected by this
"VERY POLITICAL" decision.[MLM] At least 4 members of our advisory committees are shoreline property owners.
The Planning Commission Chair should Exclude (or Resign) from making any comments or voting on this. He is a Shell
Fish Producer!!!!!!!!!!![MLM] PC is a legislative body, not quasi-judicial, PC Chair Peter Downey has no legal obligation to

I plan on urging the PUD to make a stand against passing this mess that has been created at taxpayers expense.
Your Number 3 about the PDN over generalizing, you mean that they did not write what you wanted.
If you wanted the public involved you would of had your meetings when the working class could attend. After the dinner
hour.[MLM] Twenty-two (22) meetings of the advisory committees were held during the day as preferred by committee
members, were publicly noticed and open to public attendance including observer comment periods. Fourteen (14) of the
twenty-two (22) public outreach events (open houses, neighborhood information booths) were held after 5pm on
weekdays or on weekends.
The folks in the West End have been left high and dry. [MLMJ We have visited the West End twice - twelve (12) people
attended the first event, and on the second occasion, no one attended the public event. Like I told you at you first
unveiling at the Alcohol plant. You have done an excellent job of keeping under the RADAR!!!!! 427 have this on their
Radar now.[MLM] We have -350 people on our emaillist, and have sent direct mailings to over 3,000 shoreline property
owners on five (5) occasions. Only a few have been returned by the US Postal Service as undeliverable.
How many in your group actuallv have (OWN) property that will be affected???

MYTH BUSTERS
Also, the Peninsula Daily News ran a story yesterday about Monday's BoCC briefing
(htto:/ /www.oeninsuladailvnews.com/article/20090224/news/302249989 ) that does a good job of providing
information about the project, but begs a few points of clarification:
1. Consultants - We have worked long and hard WITH our consultants and for public involvement. Our lead
consultant from ESA Adolfson was present and helped us brief the BoCC on Monday. Involvement of our
consultants (ESA Adolfson and Battelle Marine Sciences Laboratory) has been critical to the project.
2. Non-conforming Development - Single family residential non-conforming development can rebuild in same
location/configuration after fire/flood damage when damage is less than 75%. as well as those with more than
75% damage. The differences are that other tvoes of non-conforming development (Le. commercial, industrial,
etc) must relocate a rebuild when damage is over 75%, unless they get a Shoreline Variance to rebuild to
previously existing location/configuration. See page 10-6 of PDSMP Article 10.
3. Natural Shoreline Designation - The 4th 'Myth Buster' was overly generalized in the PDN article. My point was
that the Natural shoreline environment designation (SED) is not applied too broadly since it's applied as defined
by the purpose statement and designation criteria described in PDSMP Article 4, based on the findings of our
Shoreline Inventory scientific review, and as consistent with State requirements (WAC 173-26-211) The other
point I made on Monday is that while the existing Natural SED applies to ~10% of shorelines today, and the
PDSMP proposes to designate ~41% as Natural, an important difference to note is that the existing SMP
orohibits single family residential development along Natural shorelines, while the PDSMP proposes allowing it
with a Conditional Use Permit. See page 26 of PDSMP Article 8.
We are working on more extensive informational materials (Le. FAQ sheet) and will distribute to this list when ready.
