It is a complex issue and the science is not simple. The collective analysis of the science reviewed is pertinent to local
shorelines.
If you'd like to have your property considered as a specific example/case study, I'm happy to route that suggestion to
the Planning Commission Chair.
If you're concerned about being in violation of existing code, please contact our Planner of the Day at 379-4450 to
consult on what is/not allowed.

You are not answering my question. What specific science, of all the ones listed pertain to my site. Certainly it
is not: Euliss. N.H. Jr. and D.M. Mushet. 1999. Influence of agriculture on aquatic invertebrate communities of
temporary wetlands in the prairie pothole region of North Dakota. USA. Wetlands 19:578-583.
Please just tell me which of these studies affect MY property. If I'm a violator, I want to know so I can fix it!

Larry,
The science that supports the proposed shoreline environment designations (SEDs) and buffers is specifically
documented in the 18 pages of Chapter 5 in the Shoreline Inventory & Characterization Report, pages 5-6
through 5-9, with citations listed in the Chapter 6 bibliography. Your Olele Point parcel is part of Water
Resources Inventory Area (WRIA) #17. The Chapter 4 Reach Inventory & Analysis for WRIA 17 begins on page 4-
22, with the Mats Mats Bay marine nearshore Reach EE addressed on pages 4-57 to 4-59, and the maps in the
Appendix A Map Folio.
Furthermore, the ecosystem processes that affect shoreline conditions are described in Chapter 3, including the
watershed characterization analysis that shows the Ludlow/Mats Mats area has a low level of alteration to the
important water processes, meaning protection is most important (rather than restoration of areas which have
moderate to high level alteration).

Buffers are not proposed on a parcel-by-parcel basis, but rather based on the type of water body - 100' on
lakes, 150' on stream/rivers and marine shorelines.
Work load/time limits do not allow me to provide individual parcel assessments of the potential effects of the
proposed SMP update.

No need for apology. Maybe I need to be more specific.

In all the "Best Science" data at your fingertips and your inexhaustible knowledge of it please send me the specific
portions of the science that justifies a 150' buffer around the shoreline of Jefferson County. I don't know anyone
but you that had the time to review all the data and understands it as well as you do.
More specifically, please send me the data that justifies a 150' buffer on my property. Parcel number is
977400021. If my property is to become subject to the PDSMP, and I am to suffer the consequences, I need to
know what specific data you have on my property that mandates a 150' buffer.
When I read Port Townsend's SMP in chapter/verse 5.9.7, I only see a 50' SETBACK requirement for single
family residences. Help me out here. I'm certain that Port Townsend is a greater source of endangerment to
ecological functions on the shorelines than rural properties, yet they have no buffer at all.

Hi Larry,
Sorry it's taken me 4 business days to respond: Please take a look at the Shoreline Inventory &
Characterization Report for documentation of existing conditions (including initial recommendations for
buffers), and the Final Shoreline Restoration Plan that documents where shoreline conditions have been
degraded and where opportunities exist for improving shoreline processes and functions.
As we've previously discussed, the proposed buffers are based on review of scientific/technical
information and intended to meet the State requirement to provide equal protection to that provided
by the Critical Areas regulations (JCC 18.22).
We have not completed (and do not anticipate) any hypothetical analysis of where the proposed 150'
marine shoreline buffer would have better protected the already degraded areas.
The SMP Update Process is outlined by the State in WAC 173-26 with additional SMP guidance in WAC
173-27.

Please tell me the Jefferson County instances where the shoreline ecological functions were proven
damaged and action was sought by a county entity such that the damage was NOT protected under the
existing SMP and would have been protected under the proposed 150' buffer.
This is a fundamental question and I will need your answer so I can investigate.
