Hello Kathy,
Thanks for your interest in the project. I have spoken to Mr. McGinley on a number of occasions by phone, email and in
person when we've visited the West End doing outreach about the SMP Update project. Most recently I spoke to him by
phone last Monday on March 16, prior to the 3/18 Planning Commission meeting that he could not attend and where
you provided public comment. Indeed our conversation was about his concern with the proposed language for Forest
Practices regarding harvest along Shorelines of Statewide Significance at 30% of merchantable 'trees' or 'volume' over
ten years.
I imagine the Planning Commission appreciated your comments on 3/18 and they were not a 'new concept' to me. The
Planning Commission questioned staff about it later in the meeting during their deliberations on Forest Practices ("'8:45
pm). I responded that staff was already aware of the issue and had a phone call into the DNR Forester to investigate.
We are looking into the matter however there was no intent for staff to revise the language prior to the 3/18 Planning
Commission meeting. Planning Commission may opt to change the language in their pending Revised Draft SMP, their
Final Draft SMP recommendation to the Board, and/or staff may recommend a revision to address the issue. Those
changes will come later in the process.
I can assure you that staff takes public comment seriously and responds to the lion's share of it individually, with the
exception of the 400+ letters received during the recent formal public comment period. Mr. McGinley's formal
comment letter, in which he addressed the same issue, is included as #280 - online at

Re: One of my comments at the March 18, 2009 Planning Commission meeting.
I said that Jeff McGinley of Pacific Forest Management in Forks had pointed out that thirty percent of
volume in ten years had been substituted for thirty percent of trees. (Several references to it on page 8-
12 of the SMP draft.) He said he had sent an e-mail to Ms. McConnell, including cut and paste of the law.
He also spoke to her by telephone, at which time she even called him by his first name, certainly as if she
knew who he was. He told her unfortunately he was unable to attend the meeting. My understanding is
this was the day before the planning commission meeting which was devoted entirely to public comment
on the SMP. I believe that was January 2009.
Please do a followup on this matter. When I spoke in the March 18, 2009 meeting about it, I felt Ms.
McConnell was acting like it was a totally new concept. In my opinion she had more than ample time to
look into it. I would hope it was an oversight on her part. Otherwise in my opinion it doesn't speak well
for howe-mails and telephone calls from the public are treated by staff.
