We have asked for specific scenarios from our Realtor@ members and if there are any that Karen or I do not fully understand, we may need to clarify with you prior to 5/1 . I will look at the CIA - and see where we have answers - and if there are other questions that come forward. Thank you for including a link. Indeed, Fridays are not a good option given our office closure, but (as AI describes below) our work load and time limits do not allow me to attend public outreach efforts beyond what we're already doing. AS for better understanding how the Preliminary Draft SMP proposal may affect future development, I urge you to read the Draft Cumulative Impacts Analvsis. We are still working to release more informational materials such as the slideshow we presented last night (available online at http://www.co.iefferson.wa.us/com mdevelopment/PDFS/SM Pupdate/Forma IReviewProcess/ 4-15- 09 PDSMP ArtlO NonConf%20handout Final.pdf) and a series of Frequently Asked Question (FAQ) handouts. Once available everything will be online and the emaillist will be notified. I'm also hoping to create a summary of the Cumulative Impacts Analysis numbers as well. As we are currently in the Planning Commission process your comments and questions are best directed to them. I know you submitted comments during the formal comment period that ended January 30, but you may also submit informal comments to them via US mail (Planning Commission, 621 Sheridan St. Port Townsend, WA 98368), by email (planning@co.iefferson.wa.us). or in person during the public comment period of a regular meeting (May 6 is the next one). Also keep in mind the PC is targeted to release their Revised Draft SMP May 20 for another 2-week formal comment period ending with a public hearing on June 3. I see AI will continue working with you on the Chimacum Creek build-out analysis effort. I have a couple questions - one is a reiteration from an earlier e-mail to AI about the Friday Forum the Realtors are doing on 5/1 at 9 am. We were hoping there was a way DCD could participate - For the program we are intending to come up with a variety of actual land use scenarios (similar to what you did last night but with actual properties) to help the realtors and public understand the rule changes "on the ground." At the very least, it would be helpful to have a copy of the presentation you did last night - and your comments on various scenarios (to be provided in advance) for that meeting. Please let me know what you and AI think could be workable - and we appreciate your time. I also wanted to reiterate the comment made by Karen Best and me to the PC - we could take area by area and look at an actual plat of developed/undeveloped to get a better sense of the impacts to residential shoreline - and would be happy to work with you in pulling people together for such a project. Apologies for not knowing the CIA better - I will see if the info the PC was looking for is already there - just know that we would be happy to assist in that. Finally - could you send me the slide set you used last night for the non-conforming examples - the hand-out is great - but I wanted the slides in color to put on our Gov. Affairs web site. Thanks again - Teren Teren MacLeod tcren@ptproperty.com http://www.ptproperty.com! 2 From: AI Scalf Sent: Thursday, April 16, 2009 1:40 PM To: 'Teren Macleod'; Michelle McConnell Cc: karen@karenbest.com Subject: RE: Follow-up - and question Hi Teren I would like to continue our conversation on the research you are doing for the planning unit. The best part of our discussion was we had the same understanding/agreement of the land constraints and zoning assumptions in regards to individual parcels we examined. YEAH! DCD did reduce the capacity of the department by 40% on December 1, 2008. Along with being closed on Friday's the 4/9 schedule is working, but we are playing from behind. Multiple issues still require expansive time in order to fully implement. Our #1 priority (Port Hadlock UGA) is a good example of this effort. This is the arena where future population growth is encouraged, commercial development, and affordable housing are prime goals. Add in SMP, CAO, permit reviews etc, etc....things are moving very fast. As such, we can't staff a Friday forum as this would be inconsistent with the schedule. I could meet with you next Tuesday at 3 or Thursday at 3 let me know AI From: Teren Macleod [mailto:teren@ptproperty.com] Sent: Wednesday, April 15, 2009 12:57 PM To: AI Scalf Cc: karen@karenbest.com Subject: Follow-up - and question Hello, AI - first - thanks for the time the other day in looking at the build-out. We were going to reconvene at some point, but I am hard-pressed to remember where we are with it - and what remains to be seen. . . I do want to be sure we have covered questions/concerns - Looks like the Planning Unit may want a briefing in June, along with a briefing of how our study relates to the HCCC impervious surface study... 3 On another note - I host the Realtors' Friday Forums - they are always at 9 am on the 1 st Friday of each month. The next one we want to go back to the SMP - Michelle McConnell had come and given a presentation 3 or 4 months ago - but there was not much time for questions. We (the Gov. Affairs Comm.) would like to gather scenarios and questions of on the ground impacts - actual properties and how the new SMP would affect future development- We would also like to help our members and the public know what and how to engage DCD as your work time and scope may have or be changing die to cutbacks. Let's talk - at the very least we could send scenarios in advance - or possibly the consultant would be available - We were also thinking of asking a PC member to participate... ??? Thoughts are appreciated - thanks. T eren Teren MacLeod teren@ptproperty.com http://www.ptproperty.com! 4
