RESOLUTION NO. 28-09
WHEREAS, County employees have expressed concern regarding access control for the
County Courthouse; and
WHEREAS, the Board of Commissioners adopted Resolution No. 08-04 directing that the
Courthouse entrance doors be unlocked at 7:50 a.m. and locked at 5:10 p.m. each business day;
and
WHEREAS, the Board of Commissioners later adopted Resolution No. 26-09 establishing
new hours of operation for the County Courthouse offices making it necessary to change the
times the Courthouse entrance doors must be unlocked and locked for business to the public; and
WHEREAS, this proposed change should not affect public access to the building during
normal working hours; and
WHEREAS, the County Administrator is supportive ofthis change.
NOW, THEREFORE, BE IT RESOL VED, that the Board of Commissioners hereby directs
the Central Services Department to unlock the Courthouse entrance doors 10 minutes before the
Courthouse is open for business to the public and to lock the Courthouse entrance doors 10
minutes after the Courthouse is closed for business to the public.
BE IT FURTHER RESOL VED, that this Resolution repeals and replaces Resolution No.
08-04.

RESOLUTION NO. 08-04
WHEREAS, County employees have expressed concern regarding access control
for the County Courthouse; and
WHEREAS, the Courthouse Safety Committee has requested that the time for
unlocking entrance doors should be changed from 7:00 am to 7:50 am and the time for
locking the entrance doors should be changed from 5:30 pm to 5:10 pm; and,
WHEREAS, this proposed change should not affect public access to the building
during normal working hours; and,
WHEREAS, the County Administrator is supportive of this change,
THEREFORE BE IT RESOL VED, that the Board of Commissioners hereby directs
the Central Services Department to unlock the Courthouse entrance doors at 7:50 am and
to lock the Courthouse entrance doors at 5: 1 0 each regular workday beginning Monday,
March 15th.

RESOLUTION NO. _ re: In the Matter of Establishing Access for County
Employees to the Jefferson County Courthouse
STATEMENT OF ISSUE:
The Board of Commissioners adopted Resolution No. 08-04 directing that the Courthouse entrance doors be
unlocked at 7:50 a.m. and locked at 5:10 p.m. each business day. Last week the Board adopted Resolution
No. 26-09 establishing new hours of operation for the County Courthouse offices making it necessary to
change the times the Courthouse entrance doors must be unlocked and locked for business to the public.
ANALYSIS:
The attached Resolution directs the Central Services Department to unlock the Courthouse entrance doors at
10 minutes before the Courthouse is open for business to the public (8:30 a.m.) and to lock the Courthouse
entrance doors at 10 minutes after the Courthouse is closed for business to the public (4:30 p.m.).
RECOMMENDATION:
Approve and sign the attached Resolution.
