What keeps constituents and agencies from working together? Do constituents doubt the sincerity of those who are supposed to champion their interests and the general welfare. There
are different phases, conflict, negotiation, agreeing on a plan, working together, hopefully for a long time, (but elections are frequent). The goal should be to get to the working
together phase if only government would replace self interest with care for all.
