We wish to applaud your effort and action to widely circulate these draft documents for review and comment. You've hosted information sessions, mailed updates to property owners and supplied a stellar web site to help citizens keep informed about the process. If we have had any questions after reviewing draft material, staff has been very available to help understand the documents reviewed. In short, your public information program in above reproach. Our sole comment at this time is on Appendix A, the shoreline maps. The maps in Appendix A of the Draft Shoreline Master Program do not appear to include any reference whatsoever to Lake Leland or the tributaries to the Little Quilcene River. The Discovery Bay map goes south to Crocker Lake, and the Quilcene Bay map goes north to the intersection of Leland Creek with the Little Quilcene, but there is a 'gap' in the mapping the excludes Lake Leland and most of Leland Creek. The lake and tributaries are a critical part of the Little Quilcene/Leland Watershed and Jefferson County Shorelines and should be included in any shoreline plan. Perhaps we were not able to view the correct map, or perhaps this was an oversight by the County. Would you please explain why Lake Leland is not included in the proposed shoreline designations? Studies by PEl and the Wild Fish Conservancy clearly identify the Leland/Little Quilcene watershed as a priority for habitat protection. It would appear to qualify as a Aquatic or Priority Aquatic shoreline area. The plan does recognize Snow Creek and Crocker Lake and, in fact, designates key parts of that watershed as a Priority Aquatic Area. Again, it appears there may have been an oversight or perhaps we missed seeing this designation for the Little Quilcene/Leland Watershed. We appreciate any explanation you can provide in response to this comment.
