I fully support the thrust of the document, but suggest the following amendments: In Article 8, 6. Mining; B. Environmental Regulations amend as follows: "4. Conservancy: Mining use and development are prohibited." In Article 8,6. Mining; C Regulations add the following words to item 4 at the end of the existing text. "All of these activities are prohibited on other than High Intensity shorelines." These changes will eliminate contradictory language and clarify the intent of the Mining Section. Note that Kitsap County does not permit mining use and development on any of its Conservancy shoreline. Note also the 1976 Hama Hama decision of the Shorelines Hearings Board. The first item (1) under Regulation on page 8-22 prohibits extraction of sand and gravel. It is not clear that the processing discussed in item (4) is included in this prohibition. Comments? Bill Miller seemed surprised when I rtold him yesterday at the BOCC. Please check the wording and confirm that we need to call the dogs out for the comment period that ends on 6/17. John 6/10/2009
