Subj ect: Shoreline Mater Program Comments
I have reviewed the revised Draft of Shoreline Master Program (SMP) and want to
comment on the Article 8, Section 4 Forest Practices Shoreline, Item CEnvironmeht
Regulations 6.3 regarding timber harvest within the shorelines of the state. The proposed
draft of Regulation 6.3 changes the allowable harvest within 200- feet of shorelines of the
state from a maximum of30% of the merchantable trees to 30% of the merchantable
volume in a ten year time period
As stated in Item CEnvironment Regulations 6.1, "Timber harvest and forest practices
activities that do not meet the definition of development in article 2 shall be conducted in
accordance with the Washington State Forest Practices Act (RCW 76.09), WAC 222,
and the 1999 Forest and Fish Report, and any regulations pursuant there to." Under this
provision, RCW 90.58.150 regulates the amount of timber to remove along shorelines of
the state as "no more than 30% of the merchantable trees may be harvested in any ten
year period of time". The proposed changeto the Regulation 6.3 ofItem C Environment
Regulations ofthe Draft SMP is in direct conflict withRCW 90.58.150.
Regulation 6.3 should remain as "30% of the merchantable trees" so please remove
merchantable volume and restore the merchantable trees reference.
