I understand that the revised SMP, as proposed, eliminates i~portant safeguards that would protect shoreline habitat and water quality as our county continues to grow. I write to contribute my strenuous objection to, and disappointment by, the removal of environmental safeguards proposed in the citizen committee's draft. Our community's shorelines are where I live and work and are a treasured resource of our community. Please reinstate the science-based 150-foot buffers for all of Jefferson County shorelines. I support the Planning Commission's efforts to balance property rights with environmental concerns. Traveling about the waterfront portions of our country I often appreciate the foresight and wisdom of the shoreline planning of Jefferson County. Conversations around the country have lead several associates to relocate to Jefferson County, largely in appreciation of our beautiful marine resource. I believe that we need a simple process that allows for development on nonconforming parcels while protecting water quality and habitat. Please remove the language allowing "unregulated" aquaculture on rural beaches and replace it with the previous language of compromise on near shore and intertidal aquaculture, including the ban on all net pens. The proven detrimental impact of these activities upon the marine environment are widely accepted and allowing their expansion in Jefferson County would be regrettably regressive. I strongly oppose such a development. The draft SMP should not include "unregulated" aquaculture nor should it allow fish-farming pens along Jefferson County beaches. The consequences of your efforts and decisions on the SMP will likely outlive each of us. I wish for you the vision, wisdom and care for this rare resource that would make our children and grandchildren proud to call Jefferson County home. Thank you for your service to our community on this Planning Commission. I trust that you feel the weight of your responsibility and balance it against the other pressures that may come to bear upon you now. Respectfully, Chris Kluck 724 Pierce St. Port Townsend 1
