Thank you. 6/17/2009 June 17,2009 Jefferson County Commissioners: I am writing in response to the proposed changes to the Jefferson County SMP. I have been away and am just getting home to considerable information regarding the recommended changes to our SMP. I have not had time to get well educated on this but do have a few comments. If I understand correctly, the proposed changes may limit a waterfront home owner from re-building ifthey were to have a fire that destroyed 75% of their home. This could have a significant impact on many current home owners who have built within the existing guidelines and have paid taxes to the county for many years on their property. I also read the proposed changes to indicate that if I had a piece of waterfront, lets say for 15-20 years that was buildable at the time of purchase, and I had plans to build a retirement home on said property, I may no longer do so ifthe property is a typical waterfront lot that has less than 150 feet to give as a buffer from the ordinary high water mark. Are you planning to re-pay; with interest all of the property tax you have collected on a piece of property that is suddenly unbuildable given the proposed changes? While the proposed changes to the SMP are very restrictive for private use, they continue to allow permit gravel mining conveyors, piers and barge loading within Hood Canal. It seems that single family homes with new septic systems and careful construction are far less damaging to the shoreline than industrialization and all the pollution that comes with it. I don't think a revision to our SMP is due for several more years. I suggest you go back to the drawing board and come up with a plan that is more in line with what the citizens of this county expect from you. The current revisions are more restrictive than most, if not all of Washington counties, in terms of private property rights yet continue to allow for industrial use of our valued Hood Canal shoreline.
