If the goal is to enhance the water quality of puget Sound, then why add salmon rearing pens, which research has shown to be a breeding ground for disease that can be passed to wild salmon. Further the fish are fed a mixture that contains hormones, that end up in the fecal matter which then leeches out in the water column and on sea bed. It just doesn't make sense.
