Re: Draft SMP Public Comment
The following are my concerns about the Draft SMP:

The reference to eliminate mining in rivers does not address recreational
mining. This type of mining requires an HP A that has restrictions on timing
and the methods of mining. It has been allowed for many years and has been
proven to not be harmful to the environment.
The SMP effort has not been represented by stakeholders in the rural
community and particularly those stakeJlOlders that live on shorelines affected. f

Changing an ordinance shou always be supported by a well de fin problem
statement showing harm c sed by existing conditions. The dra MP failed
to do this. Why is it tl!a,t e Port Townsend SMP deesa.: . buffer and
the County requires I~ . How can the city identify their shorelines as not
having a problem and the county do the opposite? This is inconsistent logic
and can only be resolved by a comprehensive well defined problem statement
supported by proven and accepted science.
