Sincerely, 1. The reference to eliminate mining in rivers does not address recreational mining. This type of mining requires an HP A that has restrictions on timing and the methods of mining. It has been allowed for many years and has been proven to not be harmful to the environment. This is inconsistent logic and can only be resolved by a comprehensive well defined problem statement supported by proven and accepted science.
