Re: Planning Commission Revised Draft SMP dated June 3,2009
Members of the Planning Commission:
I have read the revised Draft SMP and would like to commend everyone who had a
hand in bring this project to this level. That includes those whose meaningful
comments led to modifications, additions and deletions during the process. As a
shoreline property owner, I support the proposed SMP with one caveat.
I would like to suggest on minor modification for your consideration. On pages 6-18,
line 29, Item 7. Common Line Setback, A 1. "Single-family residential
development on non-conforming lots should not substantially impair the view of
adjacent residences". I would suggest that the wording in both the policy (line 31)
and in Part B. Regulations (line 2) page 6-19 be changed to include both conforming
and non-conforming lots.
The purpose of this policy is to protect the views of adjacent residences within 300
feet of the proposed residence. While it benefits the proposed residence on a non-
conforming lot, it could penalize established residences on conforming lots where
they are sited beyond the established setback/buffer. I do not believe that this is the
intent of the commission.
In my particular situation there are three homes with a vacant property between
them. Each exceeds the proposed setback for shoreline residential as proposed. The
views of theses homes should be accorded the same protection as residences on
non-conforming lots.
I respectfully request that you review this issue and revise pages 6-18,19 and 20 to
provide fair and equitable treatment for existing residences on both conforming abd
non-conforming lots.
