Falnily of four killed in mudslide -
Bainbridge Island
Skiff Point, Bainbridge Island is the site of a deadly mudslide which took the lives of
Dwight Herren, his wife Jennifer and their two sons, Skyler and Cooper, aged 2 years and
3 months, respectively. At approximately 0800 on Jan 19, 1997, the families 'dream-
home' was destroyed by an enormous amount of earth which rolled down a large hill
behind the home. The force was so powerful that it pancaked the first two floors of the
residence and moved the third floor more than 200 feet -- into Puget Sound.
With the continuation of the rainy season here in Washington, many hillsides have
become unstable, resulting in slides such as this one. The Herren's, mindful of the threat
of slides, took steps to reduce the risk by building a substantial retaining wall behind their
residence.
To the recollection of many, this has been the worst season for slide activity in the region.
Other notable slides in the region have removed houses from their foundations and
support members from the Magnolia bridge.
Due to the heavy slide activity and flooding, one can only wonder if the state, county or
local governments will reconsider their land-use and planning requirements or if the
damage we've seen in the last 10 years will continue unabated.

Bainbridge Island Mudslide -- Sister Believes Family
Paid High Enough Price Without City Filing Lien
Against Estate
Editor, The Times:
I would like to make the residents of Bainbridge Island and the Seattle metro area aware of the
fact that the City of Bainbridge has filed a lien against the property of the victims of the Jan. 19
mudslide on Rolling Bay Walk, specifically the Cantrell-Herren property.
The lien stems from the cleanup of the Cantrell-Herrens' demolished home. The entire Cantrell-
Herren family perished in the mudslide. City officials told the families that they had contracted
with Manson Construction Co. and that the city would recover the funds from the Federal Relief
Program, since Kitsap County was declared a national disaster area at that time. The Feb. 8,
1997 edition of the Bainbridge Island Review reported the same.
Also, Phyllis Mann, director of emergency services for Kitsap County, was quoted as saying that
they "certainly were not going to bill the Herren estate" for the cleanup of the demolished home.
The families of Dwight and Jennifer Cantrell-Herren did not sign any authorization for the
contractor to begin the cleanup.
In the previous mudslide (April, 1996) on Rolling Bay Walk, the city made no attempt to offer
assistance to clean up the debris from the demolished Piper house. The debris sat on the walk
until Rolling Bay Walk residents were forced to clean it up themselves, so that at high tide there
would be access to their homes for emergency and fire-protection services, as well as their own
access to their
property.
Dwight Cantrell-Herren led the effort with the help of some students from Bainbridge Island High
School.
We are still overwhelmed at the outpouring of love and compassion by the Bainbridge Island
residents, but we are disappointed with the individual city officials who have made the decision to
"bill" the Cantrell-Herren family.
I feel my sister and her family have paid a high enough price already.
