Retail Delivery Fee Study

As vehicles become more fuel efficient and the adoption rate of electric vehicles increases, drivers are purchasing less fuel. While this is good for the environment, it is resulting
in less fuel tax revenue, the largest source of transportation funding for most state and local governments. As a result, states are exploring new funding mechanisms to ensure sustainable
funding for transportation projects. One mechanism, a retail delivery fee, has been enacted in Colorado and Minnesota. This year, Washington State conducted a study to explore the potential
implementation of a retail delivery fee. The study evaluated key aspects of the policy, including revenue generation, administrative costs, revenue distribution, and equity. This presentation
will review the components of the study and key findings from the analysis.
