Good morning, Commissioners.
I have reviewed the agenda for today's meeting and offer the following input on your decision to create a transportation district for jefferson county.
Initiative 976, passed in two thousand nineteen by the people, eliminated the vehicle registration fees as a source of funding for transportation benefit districts. I know this was overturned
by the state Supreme Court, but it highlights my point that I'm making this morning. The people do not want increased vehicle fees for road maintenance and other transportation projects.
Vehicle registration fees in this state are very expensive and any more cost to register vehicles is out of bounds, as the cost for goods and services will get passed on to consumers,
making everything more expensive.
R c w requires that a transportation benefit district list, the projects money will be used for. In your agenda, you cite road maintenance ad essential transportation needs. These items
are currently funded by the county road. Levy, fuel tax and federal timber revenue. Imposing an increased vehicle registration fee is an unfair tax on vehicle owners when your agenda
cites this money would be used on the maintenance of pathways and trails.Where motor vehicles cannot operate.
The r c w also states, that the transportation district can impose a twenty dollar increase in vehicle registration fees and then raise that in twenty four months to forty dollars and
then raise that again. In another twenty four months to fifty dollars.
R c w also says that the transportation benefit district must be dissolved when the transportation project is complete or thirty days after the debt paid off. Your agenda cites dissolution
of the jefferson county transportation benefit district ending when all debt is paid off, essentially, this increase in vehicle registration fees will never go away.
I urge you, as a resident of jefferson county, to not create a transportation district in the county funded by vehicle registration fee increases.
