The Honorable Board of County Commissioners met in the Commissioners' Room in the County
Court House in Port Townsend on the above named date at the hour of 10 o'clock, A. ~l.
Present: Messrs. J. D. Bengtson, Chairman, S. Lockhart and J. R. Cousens.
The Minutes of the August 1931 Sessions read and approved.
Communications from Mrs. C. J. Clement and W. A. Buhtz received anel ordered plnced on file.
Letter from the Director of Highways relative to acquiring right of way on the Pl'oposed
Uncas-port Ludlow Hoad, reoeived nnd ordered placed on file.
On Motion, duly Seconded, the Board recessed at 12 o'clock noon until 2 o'clock, P. M.
The Board reconvened at the hour of 2 o'clock, P. M., with all members present.
It being the time and place for l1earing the application of the PU6et Sound Power and Light
Company for a franchise to lay a water pipe line and all the statutes beinr, complied with and
no person or persons appearing to protest the granting of the franchise, it was on Motion duly
seconded, ordered thet the following franchise be granted:
FRANCHISE
WHEREAS, the puget Sound Power & Light Company, a corporation, has heretofore made appli-
cation to Jefferson County for a Franchise to lay doW11, maintain and operate in, along and upon
that certain County Road No. 30, (being the Port Ludlow-Suquamish Harbor Road), for a distance
of 4000 feet comrnencinr, at the Shine Ferry Landing and exten~.ng along said county road No. 30
said 4000 feet; same runni~~ through Section 2, 'rownship 27, North Range 1 East, W. M., Jefferson
County, Washington; and,
\ITIEREAS, an order was entered setting time for hearinr~ on said application, and notice of
hearinc; sn1.d application VIas duly and regularly given, in the manner and form provided by law;
and,
WlIEREAS, a hearing on said application was duly and regularly had before the Boal'd of
County Comnissioners of Jefferson County, ~ashinGton, on the 4th day of Sept., 1934, at which
time said application was duly and regularly gone into and said matter duly and regularly dis-
cussed nnd heard, and on motion duly and regularly made ond carried the Board of County Com-
missioners ~ranted and allowed said appliCAtion and said Franchise;

a corporation, the right to lay dovm,maintain and operate in, alon(t, and upon that certain County
road, lmovm as County Road No. 30, (Port Ludlow-Suquamish Harbor road), for a distance of 4000
feot, oonnnoncing at tho Shine Ferry Londinr:; and extend.1.ni; along said road for r. distance of 4000
