HomeMy WebLinkAboutCONSENT Call for Bids ODT Department of Public Works O Consent Agenda Page 1 of 1 Jefferson County Board of Commissioners Agenda Request To: Board of Commissioners Mark McCauley, County Administrator From: Monte Reinders, P.E., Public Works Director/County Engineer Agenda Date: December 23, 2024 Subject: Approval of Plans AND Approval of the Call for Bids for the Olympic Discovery Trail- Anderson Lake Connection project, County Project No. 18019893, Road No. 850200 Statement of Issue: Per RCW 36.77.010 and as part of the County road system, the Board of County Commissioners is asked to approve the Contract Plans and the Call for Bids for construction of the Olympic Discovery Trail- Anderson Lake Connection project. Analysis/Strategic Goals/Pro's Et Con's: This is a trail project that runs from the south end of the Larry Scott Trail to the northern boundary of Anderson Lake State Park. Construction is planned for 2025. Fiscal Impact/Cost Benefit Analysis: The Engineer's Estimate for construction is $4,389,956. The construction is funded by 2 grants: $1,519,332 from the FHWA Surface Transportation Block Grant, and $2,870,624 from the WA State Recreation and Conservation Office (RCO) WA Wildlife and Recreation Program-Trails. Recommendation: The Chair of the Board is requested to sign the Contract Plans and the Call for Bids, and return to Public Works. Reviewed By: Mark McCauleV County Administrator Date NOTICE TO CONTRACTORS CALL FOR BIDS Olympic Discovery Trail- Anderson Lake Connection County Project No. 18019893 Notice is hereby given that the Board of County Commissioners of Jefferson County, State of Washington, will receive sealed bids up until the hour of 2:00 p.m. on Thursday January 23, 2025 at the Office of the County Commissioners, basement level of the Jefferson County Courthouse, 1820 Jefferson Street, P.O. Box 1220, Port Townsend, Washington, 98368, for construction of the Olympic Discovery Trail- Anderson Lake Connection Project, County Project No. 18019893. Sealed bids will be opened and read publicly shortly after 2 p.m. on the same day, in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. Interested persons can attend the bid opening. This Contract provides for construction of approximately 3.2 miles of a non -motorized trail between Milo Curry Road and Anderson Lake State Park in Jefferson County, near Port Townsend, Washington. Work includes earthwork to create a trail base, HMA surfacing, installation of culverts, drainage system, fencing, signal and illumination, signing, pavement striping, project temporary traffic control, temporary erosion control, wetland mitigation plantings, and other work, all in accordance with the Contract Plans, Contract Provisions, and the Standard Specifications. The trail will generally consist of a 10-feet wide paved (hot mix asphalt pavement) trail with 2-feet gravel shoulder along both sides. An equestrian trail is included in the work. There are goals of 400 training hours, and 11 % of the federally funded grant amount toward employing Disadvantaged Business Enterprise. The Engineer's Estimate is $4,389,956. Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid documents. All bid documents including bid forms, plans, specifications, addenda, and plan holders list, are available on the Builders Exchange of Washington website www.bxwa.com. Bidders must "Register as a Bidder," to receive automatic e-mail notification of future addenda and to be placed on the "Bidders List." Call BXWA at (425) 258-1303 if you need assistance. Each bid shall be accompanied by a surety bond, postal money order, cash, cashier's check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) calendar days of the award. The Board of County Commissioners reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Jefferson County and to waive all informalities in the bidding. The Jefferson County Public Works, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
