(e) To furnish oertified oopies of all payrolls on whioh work relief labor is em- ployed under this propoeal showing the DDmeD of persons taken from relief rolls and the I I I I III total man hours of em~lQym~nt given to eaohQ The totals in man hour employment Shall be oarried forward to suooeeding payrollsJ and WHEREAS. undor tho alternate plan it 1s required that the state employ from state f.unds and Emergenoy Relief Appropriation Funds employment to 4372 individuals from cer- tified relief rolls each for a period of one year or an equivalent number of man years at the seourity wage Bet in the Exscutive Order of the President of .the United States o~ May 20. 1935. and it is the desire of the municipality to assume. underwrite and employ r~ow the fl4.da whioh have accrued Or will aocrue to such municipality from the motor vehicle fund of the State of Washington a certain number of man years of relief labor Which constitutes the state's quota as aforesaid; and, \YHEREAS, the State in consideration of such agreement by the minicipality desi1'es to expend for highway construotion in such mun1c1pality'~ portion of the Rmergency Relief Appropriation Funds designated and apportioned as Works Program Highway Fund which it is I lilutually agl'eed will unure to the grea'l; beneofit of the municipality a.nd the public at large NOW. THEREFORE, in consideration of the premises and the severe.l mutual IX' omises to faith11l1ly perform, the State and the .municipality do hereby mutually agree as follows: 1. The State will construct in thd DnUlicipality project or projects from Works Pro- gram Highway Funds in an aggregate amount of not less than $7,875 dollars (not including location, right of way and preliminary engineering); 2. The municipality will in the expenditure of funds which have accrlled or will acorue to such municipality from the moto~ vehicle fund of the State of Washington emplcy from the relief rolls 11 individuals 9~oh for a period of one year or individuals for an equivalent number of man years computed at the security Rage aet in the Executivie Order of the Pre~ident of the United States of M~y 20, 1935; it being understood and agreed, how- i ever, that it is not the intention and purpose of: this agreement to replace l'egular em- ployees with relief labor, nor to diacrim1r.a.te against border line CRses which by reason I of seasonal or temporary employment at regular intervals have been able to keep off tho re-II l1ef rolll!l. 3.
