At th~ next general election to be held on November 0, 1936, there shall be elected
from Distr~ct No.2, a commissioner who shall serve for the term of four years; and at
the next general election to be held on November 3, 1936, there Shall be elected from
District NO.3, a commissioner for the term of two years.
