WHEREAS, i~ is to the best interests of the People of Jefferson County, that por-
tions of the oit7 Street System of the City ot Po~t Town=end, be irnprov~d unde~ the
SeQondary Highway Specifications, and
WHEREAS, the named streets carry sufficient traffic to warrant the applioat10n of
a bituminous treatment, and
WHEREAS, the Public Interests of the People of Jefferson County demand the improvem
ment of said streets,
