Im~REAS, by Section 17, Chapter 180 of the Laws of 1937 of the St~te of Washington, it was
provided that tho Board of County Cmmissioners in each of the several counties of the State budget and
levy an mnount equal to three mills against the assessed valUl'\tion of the OOlmtYi for public assistance
purposes for the year 1939 and subsequent years, and,

V{rlEREAS, Jefferson County," s 1'. politicl'l subdivision of the State of Washington is desirous of
availing itself of the benefits of s~id Plan so that persons on relief and in ~eed may receive the benefits
of s.~id );'lan thereof, and for the purpose ( , sarrying out srid Plan it is necessary that funds be made
available for the purpose of purchasing food stamps under the rule s and rel~tions issued by the
Secretary of Agriculture and that it win be necessnry to set up a revolving fund out of the current
expense fund for said purpose, and it is the opinion of the Board and the Department of Social Security
of the State of Washington that said revolving fund should be in an amount not exceeding $3500.00.
NOVi l?:!:llliFORE IT IS lliiSOLVj~D that there is hereby set up a revolvIng fund in a sum not to exceed
$3500.00 tc be used out of the current expense fund of Jeffp.rson County, WaSh, for the sole purpose of
purchasing food stamps from the United States Troasury,the ,same to be used for the purpose of carrying
out the purposes of the said Food Stamp Plan, and to furnish aid and assistance to persons on relief
and in need.
IT IS FUH'l'Hi!;H RESOLVED THAT P. I.f. illchardson, the duly elerted and qualified County Auditor of
Je:ferson County, Washington, be and he is hereby RPpointed Trustee of said revolving fund for the
purpose of Administering the same; and the County Welfare Department shnll appoint fro:; the certified
list of the merit system such assistants to aid in the administration of said revolving fund as shall
be required, the salaries of such assist~~ts to be provided by the County Welfare Department.
IT IS FUR'l'HTili m!SOLVED THAT THE s~dd Jefferson County Auditor, be authorized and empowered to requirA
his said Assi3t~ts to fu.rnioh a good and sufficient Burety bond running to Jeff~rson County and to
himself as Auditor thereof, to Save the County harmless from any default or faiJ~re to properly accou~t
for such funds and/or food stamps entrusted tc them in the administrAtion of said trust fund, and the
County Welfare DePrrtment to provide for payment of the premiums on such bond.
Done in regulllr session of the Board of County COl:onissioners this 6th day of Nev, 1940.
