'!he Board 1mtr of Jefferson County Comm:l.Bsioners meet on the above naned date and hour with
all members present. Arthur C. Boren, Chainnan, Hugh Nisbet and Bertil Kruse, members.
It being the timo and place for the opening of the bide for the supply of County Gas the
following bids were on hand: '
Union Oil Company, Shell 011 and Standard Oil Co.
Upon opening the bidl'J it WaS found that the Shell Oil and Standard had su1:mitted bids of
Eythel Gas 14.85 ~ Regular 1.3.22~ per gal
while t..'1.a Ur&ion Oil Co Was scmawhat higher iUid so the award was mada to tha Shall and Sta.,da.~.
The bid of the Tidewater Associated Oil CO W&S reoeived too late and it was found that their
bid WaS the same as the Shell and Standard.
'!he Board prooeeded to the Trea!."urer's offioe to count the cash and this WaS found to be correct
as follows.

WHEREAS in the interests of National Defense it is deemod by the COJIIIIrl.ssioners of Jefferson
County that theY'visit the office of the Attorney General at Olympia, Wash on Jany 7th, and
WH~REAS it is deemed to be advisable to prooeed to Olympia on the afternoon of JanY' 6th GO
'nlEREFORE BE IT SO ORDERED that the Board proceed on the above maned date and at public
expense to conclude the buisness at hand.

WHEREAS the United States of America is now at war, and
"WHEREAS sabotage of importa:bt utilities and plants of thj.s area~ such as the water works
and the paper mill, is feared, and
iVHEREAS absolute protection of them is necessary for the public order and public health,
IT IS HEREI'II'nl RESOLVED AND ORDERED by the Board of Commissioners of Jefferson County,
Washington, that an immediate emergency exists; that armed deputy sheriffs, of a number that the
ahel'iff of Jefferson County ah...:J.l deem suitable, shall be pJ,!lced on gua.rd at. the head works of the
City water system, and the paper mill of' the National Paper Products Company in the city of
Port TownBendl Washington; that these deputies shall be duly paid by warrants drawn by the County
lruditor, duly presented to the County Treasurer, and these officers are directed to draw and
