WHEREAS during the constnuction of County Road Prohect 1:0. 37, bad weather conditions were
encountered, and
WHEREAS it Was necessary to increase certain construction items in order to complete the project, and
WHEREAS the scale of wages WaS inceeased during the course of construction, and
