RESOLUTION ND. C -128
A RESOLUTION of the Board of County Commissioners of Jefferson County, Washington, Ii
providing for the submission to the qualified electors of the county at a spe~ial electf,on
to be held therein on November 7, 1950, of a propositi on aut.hori zing the issuance and .
sale of general obligation bonds of the county in the Sl~ of $150,000 for the purpose ot
providing funds to pay part of the cost of constructing a bridee to connect Indian and
Marrowstone Islands to the mainland.
WHEREAS the cost of operation of the ferry crossing PortL\ge Canal from the mainland
to Indian Island has become prohi bi tive due to the increase in trllffi c; and in order to .
alleviate said condition, it is deemed necessary and advisable and in the public interes~
that a bridge be constructed across said canal connecting the majnland with Indian and
Marrowstone Islands; and
WHEREAS this bOErd hereby declares that sui.d bbidge will become a pa%'t of the public
highway s~st~m of the county and will connect wi~h existing county and state roads and
highways within the county; and
vmEREAS, in order to pay part of the cost of constructing said bridge, it is deemed
necessary and advisahle that the county issue and sell its generul obligation bonds in
the total principal sum of $150,000; and
WHEREAS the Coneti tution and Laws of the State of 1iashington provide that the questioI;
of whether oj. not said bonds may be issued for such purpose must be submitted to the qualified
electors of the county for their ratification or rejection;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Jefferson
County, Washington, as follows:
Section 1. It is hereby found and declared that the public safety welfare, conven~
ience a~ ne cessi ty require the county to construct a concrete and steei cantilever type;:
bridge connecting Indian and Marrowstone Islands to the mainland at a point approximately
500 feet from the northwesterly end of Portage Canal, with suitable and necessary approaches
thereto. It io hereby declared that such bridge, when constructed, will become a part of
the public highway ststem of the county and, ,'lith said B!)proaches, will be connected wit~
existing roads of the state and county highway ststem.
That for the purpo se of providing funds to pay part of the cost of constructing said..
bridge the county shall issue and sell its general obligation bonds in the sum of $150,000.
The balance of the cost of the construction of said bridge and the ap!Jroa ches thereto shall be
paid out of other funds which the county now has or may later have on hand and available:
for such purposes.
Said bonds shall bear interest at a rate of not to exceed 6% per annum, and shall
mature serially in from 2 to not to exceed 15 years from date of issue in such amounts as
will as nearly as practicable, together with the interest thereon, be met by equal annual
tax levies for the payment of the principal and interest thereof. The principal and int~rest
of said bonds shall be paid out of the annual levy of taxes within the tax millage permitted
to counties without a vote of the people and out of such other road funds of the county :
as may be vailable for such purpose. The exact date, form, terms and maturities of said
bonds shall be as hereafter fixed by resolution of the board of county commissioners.
Section 2. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the county for their ratification or rejection ..
at a special election to be held therein on November 7, 1950 of the proposition of whether
or not the county shall issue and sell said bonds for the above descri bed purpose. The ,:
Jefferson County Auditor, as ex officio supervisor of all county elections to be held in
Jefferson County, is hereby requested to also find the existence of such emergency anel to
call and conduct said special election to be held within the county on said date in con-
junction with and at the same precincts and polling places within the county, and with
thp same election officials for each precinct! as fixed for the county IInd stfl.te general
election to be held on the same date, to subm t to the qualified electors of the county
tohe propositi0n hereinafter set fortn.

Shall Jefferson County, Washington.. issue its general obligation serial bonds
in the sum of not to exceed $150;000 for the pUl"'pODO of paying part of the cost
of the construction of 11 bridge connecting Indian and Marrol'lstona Islands in
said county wi th the maj,nihand at a point approximRtely 500 feet fl'om th9 north-
westerly end of the Portage Canal, said bonds to bear interest at a rate of not
to exceed 6% per annum, to muture in from 2 to not to exceed 15 years from dnte
of issue, and to he payable out of county road funds, all as more specifically
pr.ovided in Resolution No. C-126 of the Board of County Commissioners adopted
