A report was received from the Puget Sound Navigation Company showing a profit
for the year March, 1950 to February, 1951" on the Lofa11- South Point Ferry of
$90,528.52.
A petition from Andrew Johnson W1d ten other freeholders, to vacate County Roads
in Junction City, Sec. 13 T. 29 N., R 2 W., W. '1/. M., extending in a NW direction through
Sec. 14, and 11, T. 29 N. R 2 W. W. M., was received, and June 1$, 1951, was fixed
as the do. te 0 f he artng same.
An application was received from Alvin Schier, Jr., for an EF 11 quor license for
Al Schier's Signal Service, Hadlock, Wash. Appllc:.tion approved.
A copy of a DCEF license was received for H. Richard Busey, dJbJa. Coffee Shop,
Port Ludlow, Wash.
Mr. Paul Kehrer, Dabob, appeared relative to the condit1.on of the water syut-em
on his property. A fi 11 on the County Road causes dirt to drain into his water supply.
Engl. neeI' Jone s wi 11 inspect the property, and determine if changes are to be made in
the fill.
Dr. R. S. Crist appeared before the Board requesting a deed for the property
described as Lots 1 to 8 inc., Blk 10 of Mt. View Add. to Port Townsend, and Blk 11,
Mt. View Add. to Port TOI'/nsend, which he purchased at public sale on May 12th. The
matter maut was taken under advisement and the Treasurer was instructed to issue the
deed for the property.
This being the time set for the adoption of the Ordinance pertaining to driving
over clam beds on ocean beaches in Jefferson County, the following Ordinance was
signed by the Board:
ORDINANCE NO. II - 1951.
AN ORDINANCE of Jefferson County, Washington, establishing regulations for the protection
and conservation of natural resources and the control of traffi c on and along the ocean
beaches in Jefferson County and providing penalties.
WHEREAS, pursuant to the provisions of section 1, chapter 105, Laws of Washineton 1901;
section 1, chapter 54, Laws of Washington, 1935 and section 46, chapter 271, Laws of Wash-
ington, 1951, provision has been made for the establishment and designation of public highways
on the Pacific Ocean beach and for the enactment of regulations with respect to the control
of traffi c for the protection and conservation of natural resources on and in such beaches,
THE BOARD OF COUNTY COMMISSIONERS FOR JEFFERSON COUNTY, STATE OF WAffiINGTON, do
ordain as follows:
Section 1. It shall be unlawful for any person to drive or park any automobile or
other _ehicls on or ever any razor clam beds along the shores and beach of the Pacific
Ocean, within Jefferson County, State of Washington.
Section 2. Every person operating or driving a vehicle of any character upon ahy
portion of the Pacific Ocean beach within Jefferson County, State of Washington, shall
operate the same in a careful and prudent manner and at a rate of speed no greater than
is reasonable and proper under the conditions eXisting at the point of operation, taking
into account the amount of and character of the traffic, condition of surface and freedom
of obstruction to view ahead and consistent with any and all conditions exi.sting at the
point of operations so as not to unduly or unreasonably endanger the life, limb, property
or other rights of any person entitled to the use of such ocean beach, and in no event
faster than thirty five (35) miles per hour.
Section 3. No person or persons shall race any motor vehicle or motor vehicles on
and along any beach of the Pacific Ocean in Jefferson County, State of Washington and any
person or persons comparing or contesting relative speeds by simultaneous operations shall
be deemed guilty of reckles3 driving as defined in the Motor Vehicle Laws of the State of
Washington, whether or not 3uch speed is in excess of the maximum speed permitted by this
ordinance.
Section 4. It shall be unlawful for any airplane or heavier than air machine to land,
take off or operate upon the beaches of the Pacific Ocean in JefferJon County, State of
Washington, EXCEPT in the case of an emergency landing, or in areas designated by the Sheriff
of Jefferson County! or the Department of Fisheries of the State of 1,'lashington, or by the
Aeronautics Commiss on.
Section 5. No person shall stop" stand or park a vehicle except when nece3sary to
avoid conflict with other traffic or in compliance with the direction of a peace officer
or fisheries or game protector on the main traveled portion of any ent-ranee way providing
for dtiving vehicles to or ffom the ocean beaches in Jefferson County, State of '.'lashington.
Section 6. Any person found guilty of the violation of any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor, and whenever applicable the provisions of
the Motor Vehicle Laws of the State of Washington pertuining to the operation of motor
vehicles on the public highways of this state shall be applicaba:e to tho operution of motor
vehicles on the portion of the Pacific Ocean !:leach in Jefferl.lon County, StLlte of Washington,
and the penal;ties as provided therein for suoh violations are hereby roforrtld to and by
this reference made a part hereof.
Section 7. That this ordinance be in force and take effect June 10th, 1951.
