M., with all members present. A letter was received from Robert D. Campbell of Puyallup in regard to a vacation of streets in Sunnyalope Plat. The Board was informed that a protest wouldbe filed by Mr. Campbell and others in the event a vacation was requested in the above plat. The members of the Board do not intend to grant such a vacation. A letter was received from the West End-Clallam Gounty Repuelican Club requesting repairs to a bridge located near the John Huelsdonk homestead in the West End of the County. The County Engineer has been in contact with t.he State Land Department for about thl"ee months trying to formulate plans for building said bridge. Miss Edna Avery and Morton Barros appeared before the Board requesting that the Reat Rooms at the Memorial Field be left open during busineo6 hours for the use of the public. A motion was made by George Huntingford, seconded by Bertil Kruse giving permission for rest rooms to be opened during the day. Motion carried. The amount of $)86.00 was donated by the Centennial Committee to the Memorial Field for addition to the fund for building a roof over the baseball bleachers. The matter of salaries for the Road Department employees was discussed and a motion was made by George Huntingford, .econded by Bertil Kruse, granting a blanket raise of 6 cents per hour, to the road crews, tmcluding the road department office employees, retroactive to August 1, 1953. Motlon carried. Mr. J. L. Jonson, presented a plat of North Ludlow Beach Tracts by mail to the Board. This was not approved at this time, as the members of the Board wish to have it presented in person at a regular meeting so that they may discuss the matter of a garbage dump in th at area. An application for ABC EF liquor license was approved for Dennis P. Judge and Anne G. Judge, d/b/a Bayview Tavern, Brinnon, Washington. An Agreement was signed on August 7th, 1953 between Jefferson County and the State of Washington, Department of Highways, for the purpose of securing Federal funds for the repairs to the Chimacum Road, as follows: I AGREEMEN!.__ THIS AGREEMENT made and entered into on this 7th day of August, 1953, by and between the County of Jefferson, hereinafter designated as the County and the State of Washington, Dapar~ment of Highways, acting by and through its Director, hereinD.fter designated as the "State"j WITNESSETH: WHEREAS, the parties hereto, under the provisions of the Federal Aid Road Act of 1944, the amendments thereto and the rules and regulations promulgated by the Bur~ay of Public Roads thereunder, desire to enter into the construction of that certain Federal Aid Project No. S-0322(1) CHlMACUM ROAD from funds to be provided by the Count;' and by the Federal Government under the afore- aaid Federal Aid Road &ct of 1944j now, therefore, IT IS HEREBY AGREED as follows: I. The State, as agent acting for and on behalf of the County shall advertise for bids, award a contract and construct the above described project all in accordance with plans and specifications as approved by the County, the State and the Bureau of Public Roads. II. During the progress ane construction and until. final completion of the project, the State will act for the County in all matters concerning the project. III. The Stato will furnish a resident eng1neer-~n8poctor, or other supervisor, for the supervision and inspection of the work in progress. Salary of such inspector or other supervisor, Ilnd all other salaries and costs incurred by the State engineering forces upon the porject will be considered a cost thereof. If any County engineering forces Qr~ utilized in the conduct of the work, the salaries and wages of such forces, and any other expenses incurred by reason of the employment of the County personnel, will be conoidered a coat of the porjectj provided, however, that the services of the County Enginl.'lor and the County administrative or overhead expense are to be excluded. Separate rl)corde are to be ma1,ntained showing the time of each engineering employee upon the work and each charge agaj,nst the project must be supported by a definite expenditure. All engineering costs incurred by reason of the employment of theCounty forces shall be supported by the certification of the State resident engineer-inspector} or other Bupervisor furnished instead of such inspector, before payment, and shall be paid from local fundsl aftor which payment reimbursement from the porject funds shall be made to the County ror such paymento, either monthly or at such timos as may be desirable to the parties upon submission of a voucher to the State Department of Highways, any such voucher ehall be supported by certified copies of payrolls and all vouchers shall indicate the countrwarrant numbers. Such vouchers shall be submitted to the State resident- engineer- nepector, or other supervisor instead of suoh innpector, in triplicflte, who shall in turn oertify to the correctnosB of the claim and forward sarno to the Btat~ district eng:l.neer for approvul~ Tho state district engineer shall process such vouchero in the usual manner prescribed for state highway business and shall charge the reimbursement to the onginc~ring upon the work.
