JEFFERSON COUNTY, WASHINGTON
COMMISSIONERS' PROCEEDINGS-N
_,.rHI '-IEADIR e.o.
Messrs. J. L. McDonald and Bill Blanchard, of the State Division ofForestrYj
Bill Howard of the Hollie Logging Company of Fork s, Washingtonj and
Mr. Joe Damon of Forks, Washington.
The Chainnan of the Board read the report of the County Road Engineer and the
Board then proceoded to consider the same in detail entertainlng the observations and
views of those persons present and in attendance, end,
It appearing therefrom that the stnJcture in question, that is to say the so-called
"Huelsdonk gridge" on the Upper Hoh River in Section 26, Township 27 N., Range 11 W,
was originally constructed for the purpose of obtaining access into the stands of
spruce timber along the Hoh River and that it was built in the year 1942 by Jefferson
County of Federal moneyj that the same is now and has been in use since that date, that
due to deterioration of the timbers, the same is dangerous for public use and has been
post,ed wi th Ii 5-ton load Umi t; tha t the location 0 l' the bridge or s trllcture is not
feasible and that same should not be repaired or reconstructed at the present locationj
that it is inadvi sable to preserve it for the county road system in the future ( if the
same has ever been formally a part of the county road system); that the same should be
abandoned.
It appearing further howtJver, that due to extended sales of State timber within
the area served by said bridge and until further means of access to said timber is
obtained that it be temporarily maintained not only for the purpose of moving logs, but
'to aid in fire protectio n and to permit the development of the area served as a source
for huntins and fishing.
Now, therefor'r~, be it hereby ordered that formal abandonment of th e so- called
"Huelsdonk" Bridge" be indefinitely postposed and that the same be temporari ly repaired,
the cost to be shared by Mr. Joe Damon, one of the person~ beneficially interested,
and Jefferson County, and that a sum of money sufficient to provide the necLssary decking
to repair said bridge be at the expense of Jefferson County and that the remainder be at
the expense of Mr. Damon.
This Board, in making this order, is cognizant of liability that may befall Jefferson
County by reason of the failure of the structure. However, it is deemed to be now in
the best interest of all the pelople of Jefferson County that temporary repairs be carried
out as aforesai d.
It is further ordered tha t the attention of the County Road Engineer is particularly
invite\i toward the spirit and intent of this Order to the end that its objectives be
accomplished at the minimum exposure to the legal liability of Jefferson County.
Dated this 18th day of April, 1955.
