M., with all members present. This being the time advertised for hearing on proposed Ordinance No. X relating to building permits to be issued in the County, a delegation of County residents were present. The Auditor read the proposed Ordinance, and the chairman of the Board read Chapter 129 of the Laws on which this is based. Petitions were filed from Nordland and Port Ludlow residents against the law. Arthur Garrett of Quilcene acted as spokesman and objected to the penalty clause. Others spoke all expressing disapproval of the Ordinance. George Huntingford made a motion to table the Ordinance until we ascertain if it is possible to pass the Ordinance wi thout th e penal ty clause. Motion seconded by BertH Kruse. Mr. Rouse will put on a safety training program for County road foremen and others interested June 9 - 10. The Board granted permission for Sigurd Swanson, Deputy Treasurer to be employed for one year, pending the approval of the State Employees' Retirement Board. Mr. Glenn U. Watson, righ~ of way agent for the Department of Highways presented a form of lease for the County to execute with the State of Washington for a detour in Phillips Bayview Zddition for handling traffic during the replacement of the bridge over the railroad tract on State Highway No.9, near Port Townsend. The lease was signed by the Board members and Resolution No. C-269 was signed as follows: RESOLUTION BY THE BOARD OF COUNTY CO~rISSIONERS OF JEFFERSON COUNTY, WASHINGTON RESOLUTIUN NO. C-269. WHEREAS, Jefferson County is the record owner of Lots 5 and 6 in Block 5; Lots 6, 7,8 and 9 in Block 10; Lots 3, 4, 5, 8 and 9 and 10 in Block 19; Lots 1, 2, 3, 10, 11 and 12 in Block 24 and Lots 1, 2, and 12 in Block 33, all in Phillips Bayview Addition to Port Townsend, ilS per plat recorded in Volume 2 of Plats, Page 87, records of Jefferson County, All situate in Jefferson County, State of Washington and ~rnEREAS, in the improvement of Primary State Highway No.9, Chimacum Road to Port Townsend by the State of Washington, Department of Highways, it is neeessary and advis- able for the State of Vlashington to obtain Detour Pemit Lease on a strip of land 60 feet wide, over and across and upon said lands for a detour road for said highway; and WHEREAS, after due eonsideration by the Board of County Commissioners of Jefferson County, it appears to the said Board that it will be for the best interests of both Jefferson County and State of Washington that Jefferson County execute Detour Permit Lease to State of Washington for the benefits to hereinafter derived. NOW THEREFORE, be it hereby RESOLVED by the Board of County Commissioners of Jefferson County, Igashington, that Jefferson County, in accordance with Ch~ter 266 of the Laws of 1943, and through its Board of County Commissioners, execute said Detour Permit Lease, and deliver said Permit to the State of Washington, Department of Highways.
