practicable in order that the high degree of efficiency as developed by Mr. C. W. Miller,
the predecesnor of Mr. Rusk, and subsequently followed by l-ir. Rusk, be maintained, and
that the S1.lme is in the public intere~t not only to the State of Washington, but to the
people of Jefferson County and be it
