The Honorablg Board of Jefferson County Commissione~s met in regular session with all members present. A hearing having been set at this time for the consideration of the abandonment of the Upper Clearwater and Miller Creek Roads (County Roads No. 206 and 206.8.68), the report of the County Engineer Edwin A. Becker was read by the Clerk. . Mr. l:Iert Cole, Commissioner of Public Lands was introduced and expibained the purpose of the hearing. Mr. Mike Webster of the Department showed pictures concerning the road. He explained the road would be open to the public except in case of fire or emergencies. William I:lecker of' Clearwater requested information as to the amount of money Rayoilier, Inc., would be creditted. The full charge of $106,102.00, and RaY9nier would be creditted with $ 11,350.00 for prepaid toll over the existing road and a credit of $9,000.00 for r'emov1ng timber. The net charge to Raypn1er$85,752.00 to the State for tolls. Mr. Ben Morrison of Morrison Logging Company spoke. A protest from residents of Clearwater was read and Mr. Jack Thompson reported they were interested in having the road kept open. A protest from the Grays Harbor Game Protective Association was read. Major Kowalkowski of' Nordland requested information as to how many years it will take to' repay the money to the school fund. Mr. Webster estimated four years. Mr. William A. Bugge, State Highway Director, who was County EngineeI' when the Clearwater reed was constructed by the CCC gave a history of the road. Mr. Bugge r~~ommended that the County Commissioners vacate the road for the best public interest. Mr. Keith 10'. Jones, former County Engineer also spoke and also recommended the vacation. Mr. Rimald Wilder also agreed with Mr. Bugge and Mr. Jones. Mr-. Nansen Anderson spoke . in fayor of the vacation. Mr. Ben Morrison also spoke in favor of same., Chairman George Huntingford expressed gratitute to the Morrison Logging Company and :: Rayonier for work done on bridges and roads in that area. Mr. Henry Saike, President of the Chamber of Commerce of Abdrdeen filed a statement urging the vacation. Mr. John Forbes representing the Recreation and Tourist group filed a statement in favor of I 'vacation. Major Kowalkowski suggested and agreement should be made with the people of .: that area giving accessibility to the area. The road will be closed only in case of fire! hazard, freezing conditions and safety purposes. ii Upon motion by Lyall Arey, s~conded by Bertil Kruse, and upon assurance of Mr',jCole 'I and Mr. Webstor that the road will be kept open, the Clear\':ater Road will be vacation ; and set aside to the State Department of Natural Resources. I; AND it ~pps13ring that notice of hearing on proposed abandonment was posted and publi~hed for the time and in the manner provided by law, and the report of the County Road Rngl.neer having been considered in detail and the evidence, both oral and documentary, offered in Ii favor of and against the proposed vacation, detennines that Ii 1. There w.l.ll be no diminution in the public use or. availability of said road, when! viewed in the light of its present condition with the proposed development by the Departm~nt of Natural Resources of the State of Washington, and :1 2. That wi thin the forseeable future the vacati on and abandonment will result ini benefits to Jefferson County and to all the people of the State of Washington, immeasurab~e at this time. Now therefore, !i IT IS HEREBY ORDERED that the Miller Creek Road (County ~oad No. 206.g.6s ) in Section 27, T. 25 N., R. 12 W., W. M.; ::lnd that portion of the Upper Cle&rwat.er Road (r.ounty noa':::'" No. 206), from the west Une of the southeast quarter of section 7, T. 24 N., R. 12 W., W.M., northerly and easterly to its tenninus in the SE~ of the SW~ of section 7, T. 25 N., R. . 11 W., W. Ounstone ,and Viva Gundtone for vacation of certain abandoned County roads from the W. line of E h,lf of N E~, Soc. 1., T. 29 N., R 2 W., W. M., to east line of said Section 4, Jefferson County. Tho Engineer's ~aport was read. A protest was filed by the P. U.D., of Clallam County and was withdrawn by letter of January 25, 1960.
