The Honorable Board of Jefferson County Commissioners met in regular session with
all members present., .
" Chainnan Bertil !Cruse announced that no decision can be made in the matter of the
formation of a Hospital District at this time. Mr. Glenn Abraham stated' that Mr. Dalr
. and h~ have had considerable discussion of the matter and due to a difference of lega
interpretations of the organization of the district, no decision can be made until at
least ~wo weeks. School Board authorities will be contacted and a report made on a
later d~te. Lyall Arey made a m6tion to continue the hearing until May 15, 1961, at
10:00 A~ M. George Huntingford seconded the motion. MOtion carried. 'Dr. Myron H. Green
stated preliminary plans for a Hospital have to be presented to the Hill-Burton Association
in order'to be considered for fUnds from that organization. George Huntingford read a
letter fro~ the Association of County Commissioners in regard to a public hospital district.
The minutes of the last regular meeting were read and approved as read.
Mr. and Mrs. Tom Phillips appeared before the Board and filed their claim for damages
to their car for $181100.00 which includes injuries to Mrs. Phillips. Tkey allege their
car was struck by a county road department truck on February 21, 1961. The claim was
referred to the County Engineer.

~~. Bennett, U. S. A. Corps of Engineers appeared beforethe Board requesting an
easement for right of' way over County tidelands at the SE portion of PortageCanal for
repair work to the jetty' of the Canal. Upon motion of. Lyall Arey, seconded by George
Huntingfor~ the agreem~nt was signed for right of w-ay entry for aonstruction, as follows:

The undersigned, hereinafter called the "Owner", hereby grants to the Government
and/or its assigns a penni t or right-of-entry upon. the following terms and conditions:
1. The Owner hereby grants to the Governrnent and/or its assigns an irrevocable
right to' enter upon the lands hereinafter described at any time within a period of six
(6) months from the date of this instrument, in order to perform construction work in
the form of jetty maintenance repair and any necessary extensions.
2. This permit includes the right of ingress and egress on other lands of the
Owner not described below. provided that such ingress and egress is necessary and not
otherwise conveniently available to the Government and/or its assigns including the
County road as access over Lot 5.
3. All tools, equipment, buildings, improvements, a.nd other property taken upon
or placed upon the land by the Government and/or its assigns shall remain the 'property
of the Government and/or its assigns and may bp. removod by the Government and/or its
assigns at any time wi thin a reasonable period after the expiration of this permit or
right-of-entry.
, 4. The Government ahd/or its assigns shall have the right to patrol and police
the lands hereinafter described during the period of this permit or right-of-entry.
5. The Owner hereby remises, releases and forever discharges the Government,
or its assigns, its officers, agents and employees, of and from any and all manner
of actions, liability and claims against the Governmont, or its assigns, its officers,
agents, and employees which the Owner has or ever will have for the restoration of
said premises or by reason of any other matter, cause or thing whatsoover particularly
arising out of the above referenced Right-of-Entry and the use by tho Government, or
its assigns, of the aforesaid premises under said RiC;ht-of-Entry. ,
The land affected by this permit or right-of-entry is located in the County of
Jefferson, State of Washington and is described as follows: '
, That portion of the east half of tho northwest quarter of Section 7, Township
29 North, Range 1 East of the ~llamette Meridian, lying west of the existing Port
Townsend-Oak Bay dredged channel.
