An award was received from the Veterans of Foreign Vars to the Board for declaring
May 1st as Loyalty Day. Upon motion of George Huntingford, seconded by Lyall Arey, this
certificate will be framed and displayed in the Commissioners' Room.
Chairman BertH Kruse signed the following agreement with the Dept. of Highways for
Federal Aid Project No. S-0322 (4) BEAVER VALLEY TO CHI~4CUM, et al:

THIS AGRE~mNT made and entered into on this lst day of May, 1961 by the between
the County of Jefferson, hereinafter designated as the County and the State of WaShington
Department of Highways, acting by and tbrough its Director, hereinafter designated as'
the "State", WITNESSETH:
WHEREAS, the parties hereto, under the provisions of the Federal Aid Road Act of 1944,
the amendments thereto and the rules and regulations promulgated by the Bureau of Public .
Roads thereunder, desire to enter into the construction of that certain Federal Aid
Project No. S-0322 (4), BEAVER VALLEY TO CHIMACUM, ET At, from funds to be provided by the
County and by the Federal Government under the aforesaid Federal Aid Road Act of 1944;
now, therefore,
IT IS HEREBY AGREED as follows:

The State, as agent acting for and on behalf of the COUNTY shall advertise for bids,
award a contract and construct the above described project all in accordance with plans
and specifications as approved by the COUNTY, the State ani the Bureau of Publi c Roads.
II.
During the progress and cons'~ruction and until final completion. of the project, the
State will act for the COUNTY in all matters concerning the project.

III.
The State will furnish a resident engineer-inspector, or other supervisor, for the
supervision and inspection of the ~rk in progress. Salary of such inspector or other
supervisor, and all other salaries and oosts incurred by the State engineering forces
upon the project will be oonsidered a cost thereof. If any County engineering forces
are utilized in the conduct of the work, the salaries, and wages of such forces, and any
other expenses incurred by reason of the employment of the COUNTY personnel WLll be con-
sidered a cost of the puoject; provided, however, that the services of the COUNTY Engineer
and the COUNTY administrative or overhead expense are to be excluded. Separa~e, records
are to be maintained showing the time of each engineering employee upon. the work and each
charge against the project must be supported by a definite expenditure. All engineering
costs incurred by reason of the employment of the county forces shall be supported by the
certification of the State resident engineer-inspector, or other supervisor furnished instead
of such inspector, before payment, and shall be paid from local funds, after which
payment reimbursement from the project funds shall be made to the COUNTY for such payments
either monthly or at such times as may be desirable to the parties upon.subrnission of a
voucher to the State Department of Highways, any such voucher shall be supported by
certified copies of payrolls and all vouchers shall indicate the COUNTY warrant numbers.
Such vouchers shall be submitted to the state resident engineer-i~spec~or, or other
supervisor instead of such inspector, in triplicate, who shall be turn certify to the
correctness of the claim and forward same to the state district engineer for approval. The
state district engineer shall process such vouchers in the usual manner prescribed for
state highway business and shall charge the reimbursement to the engineering upon the
work. All engineering costs incur.red by the state resident engineer-inspector and other
engineers and employees of the State, employed or working on the project, will be paid
direr.tly by the State in the customary manner upon highway payrolls and vouchers, and shall
be charged as costs of the project.
IV.
All costs incurred and paid by the State which are denied as participating costs by the
Bureau of Public Roads in its final audit shall be the obligation of the COUNTY and shall
be included in reimbursement to the State.

The total coat of the project, including all engineering coats and expenaes of the
Stqte is to be paid froM funda furnishod by the Bureau of Public Roads under the Bederal
Aid &ad Act of 1944 and by the COUNTY from its county Road Fund, to the extent of
Thirtr two Thousand Forty Seven and 95/100 Doll~r5 ($)2,047.95), and from its monthly fuel
tax a lotmenta withheld to the extend of Fifty Five Thousand and no/100 Dollars ($55,000.00)
of this amount Nineteen Thousand One Hundred and nO/lOa Dollars ($19,600.00) are calculated
federal-aid participating fUnds and will be credited to the County when received from the
Bureau of Public Roads. The money from the county road fUnd required for the project will
be made available upon demand by the State;
The COUNTY will hold the Stato harmless from any and all co sta, claims demands and
obligations of what8oevor nature ariDing by reaoon of the State's participat!on in or
action~ for the COUNTY in oonnection with the project. '
