'~II".U That at a special election to be held on Tuesday, August 15, 1961, there shall be submitted to the qualified electors of said voting precincts for their approval or rejection the proposition that a Public Hospital District be formed therein, and that at said election there shall be elected three hospital district commissioners. The commissioner residing in Commissioner District No. 1 shall hold office for the term of six years; the commissioner residing in Commissioner District No. 2 shall hold office for the term of four years; and the commissioner residing in Commissioner District No. 3 for the term of two years. .
