MURRAY lIell Flln.... ii Monday, November 5, 1962 The Honorable Board of County Conmissioners met in regular session with all members present. Minutes of the last regular session were read and approved as read. Mr. Glenn Abraham, Jr., appeared and filed a petition for vacation of property' in Irondale Plat. December), 1962 was fixed for hearing. A report is to be made by Engineer Becker before that date. The petition was made by J. B. Edgbert and Roy Hanning for . That portion of that certain Street running N 510 09'E, between Block Thirty-Four (34) and Block Thi rty five (5), and extending Northeasterly therefrom, and only that portion lying between Anderson Streett on the Northerly boundary thereof! and the Southerly boun- dary of Eugene Streett al1ly 'ng and being in the plat of Ironda e, as it is recorded in the office of the County Auditor of Jefferson County, Washington. Thia being the time advertised for opening bids on one automobile for the County Eng- llU:ler the follow!. ng bids were received: Buhler Motor Co., 1963 Chevrolet Bel Air, $2,380.3.8 tax included. Thomas Motors, 1963 Ford GalaJ[e, $2,440.18, tax $97.61 Total, $2,537.79. Upon motion made by Lyall Arey, seconded by George Hunt1ngford,the bid of Buhler Motor Co. in amount of $2,)80.38 was accepted. PUblic Law 875 declared Jefferson County a disaster area as a result of severe wind storm damage on October 11th and 12th. For the purpose of making application for assistance in repairing damage to roads and streets, upon motion by George Huntingford, seconded by Lyall Arey, Edwin A. Becker, Jefferson County Engineer was appointed to represent JefferSon County in making an engineering survey as to damage sustained. In this connection Resolution No. C-518 was signed fixing Monday November 19th, at 10:00 A.M., for hearing for or against the expenditure of money for emergency purposes, as follows; under the Area Redevelopment ACT of 1961: RESOLUTION NO. C~518 BECAUSE, Jefferson COUNTY, by appropriate executive authority, has been found to be one of the certain communities and areas within the state of Washington presently burdened by substantial un-employment and underemployment and unfortunately has failed to share . fully in the economic gains of the recovery from the national recession of 1960-1261, an~ thus qualified itself as an area designated as eligible for assistance under the ct of .. Congress eommonly known as the Area Redevelopment Act of 1961, and, BECAUSE, Jefferson County, as a municipal oorporation of the St~te of Washington, acting thru this Board of County Commissioners, having planned and proposed to develop , public works to meet longstanding public needs, has been estopped, by reason of financia~ obstacles, to accomplish sundry of its desired objectives, now welcomes the opportunitie$ afforded oy the Public -Works Acceleration Act, Public Law 87-658, signed by the President: of the United States on September 14, 1962, hereby finds: ! (1) That the construction in, and addi tion to, the Jefferson County COURTHOUSE of a'~ passenger elevator is an essential publi c need; (2) That the construction of a bridge across Snow Creek on the Yest Uncas road is an essential publi c need; . ()) That the construction of a bridge across Tower Creek on the Upper Hoh road is an essential public need, and further ; That each of the foregoing projects can be initiated or accelerated within a reasonably short period of time and a substantial portion of each can be completed wi thin 12 months: after initiation or acceleration, and that each will contribute significantly to the .! reduction of local unemployment, and that, neither is inconsistent with locally approved comprehensive plans for the area of Jefferson County, and further (2) That the estimated cost of the elevator in the Courthouse is $40,500.00. (b) the estimated cost of the Snow Creek bridge is $25,000.00' (c) the estimated cost of the Tower Creek Bridge is $22,500.00. CONSEQUENTLY I to moet the expense to provide for the foregoing proposed public ' works projects, to be accelerated, there is reflected a net increase in the total adopte~ budget for the Current Expanse Fund and for the County Road Fund for the year 1962, which must be met by emergency appropriations, the refore, . BE I'l' RESOLVED: In the event the Federal Government, under its Accelerated Public Works program, makes to Jefferson County a grant-in-aid in fifty per cent of th_ coat of each of the foregoing proposed public projects, a public emergency is hereby found and declared to exist requiring the ex.penditure of mon~y not provided for in the budget of Jefferson COUNTY, as follows: CURRENT EXPENSE FUND - - - - - $20,250.00 COUNTY roAD FUND - - - - - - - 23,500.00 all of which proposed expenditures could not have been foreseen at the time of the making of s aid budget, and BE IT FURTHER RESOLVED that a public hearing hereon be held on Monday, the 19th day of November 1962, at the hour of ten o'clock in the forenoon of said day at the Comm- issioners' Room in the Courthouse, Port Townsond, Washington, at which any taxpayer may appoar and be heqrd for or against the expenditure of money for the alleged emergency.
