A special election was held at Brinnon on May 26, 1964 which was favorable to the
formation of the District and three commissioners were elsited as follows:
William E. Casey, 6 yrs.
Harry K. Shepardson 4 yrs.
Earl L. Bowdish 2 yrs.
Resolution No. C-597 was signed as follows:

WHEREAS, on March 4th, 1964, there was filed wlth the Auditor of Jefferson County,
a petition for the purpose of forming a water di strict under the provisions of R.C.W.
57.04.020, et seq.., and said Auditor having found and detennined that said petition
contains a sufficient number of signatures of qualified persons, and having attached
thereto her certificate of sufficiency and on March 6, 1964, transmitted the same to
the Board of County Commissioners, and said Board having tLcn and there, by resolution
entered upon their minutes, fixed Monday, the 6th day of April, 1964, at the hour of
10:OO.A. M. of said day at the Commissioners' Room in the Jefferson County Courthouse,
Port Townsend, Washington, as the time and place for the hearing of said petition, and
WHEREAS, at said time and place said petition came on for hearing, proof having
been made to the satisfaction of this Board that Noti ce hereof has been given for the
time and in the manner provided by law, and upon the petitioners withdrawing from the
proposed district all real estate owned by Charles McNeal and Gleness McNeal, his wife,
there were no objections made or filed, and the Board proceeded to hear the petition.
and upon conclusion, makes the following findings:
1. That the formation of said water district would be condusive to the public .hea1th,
welfare and convenience and of special benefit to the land included in said boundaries.
2. That> the boundaries of said water district shall include all of the property
descI~bed as follows:

Goverlli~ent Lot 3 of Section 29, Township 25
North, Range 2 West of the Wi11amette Meridian,
EXCEPTING THEREFROM all property in said Lot 3
which is owned by Charles McNeal and Gleness
McNeal, his wife, on April 6, 1964j in Jefferson
County, Washington.
3. That an election was held on Tuesday, May 26, 1964, pursuant to legal notice,
to determine if said water district should be organized. That said election was, so
as possible, el1ed, noticed, conducted ancl canvassed in the same manner and by the same
officials as is provided for a special election in the County to authorize the issuance
of bonds for a county purpose, and all s aid officials did have full authority to do all
things necessary for the purpose of the election.
4. The name and number of said water district shall be Jefferson County Water District
! No.2, commonly known as ROCKY POINT WATER DISTRICT.
5. That at said election three resident electors of said water district were elected,
and their names and tenn of office is as follows:
William E. Casey, 6 yearSj
Harry K. Shepardson 4 yearSj and
Earl L. Bowdish, 2 years.

6. That at said election there were ten votes cast in favor of the .formation of said i:
water district, and there were no votes cast against the formation of said water district.
