A notice was received from the State Liquor Control Board statin~ the application
for Class H. License was disapproved for Arnold Bernhardt Jacobson, d/b/a Arne's, Quilc' nee

Due to the 1e~al services rendered by the law firm of Preston~ Thorgrimson, Horowi~z,
Starin and Ellis, 3151.54 lias ordered paid as an emergency. This was on the propositioni,
of installing an elevator in the Courthouse and the matter failed at the Primary and ii
General elections. Resolution No. 0-60; was signed as follows: !i

WHEREAS, in .the course of the public business of Jefferson County during the calen~ar
year 1961, it became necessary to employ special legal counsel as more particularly ii
reflected in resolution No. 0-600 anq that the amount thereof 1 s now fixed and determined
at the sum of $151.54, and :i

WHEREAS, such sum was not budgeted, nor could the necessity therefor have been .
foreseen at the time of the adoption of the budget for the year 1964, and that an emergency
now exists providing for the payment thereof, ;i
BE IT RESOLVED by the Board of County Commissioners for Jefferson County that an !I
emergency is hereby found and declared to exist providing for payment to the law finn of
Pre,st..on, Thorgrimson, Horowitz, Starin and, Ellis of the said sum of $151.54, and the ,I
County Auditor of Jefferson County be, and she is hereby authorized and. empowered to dr~w her
emergency ,.,arrant on the current expense fund of this county upon the presentation of ii
the properly approved voucher and :i

BE IT FURTHER RESOLVED that the emergency hereby found is a non-debatable emergencf
as contemplated by ROW 36.40.1$0, this resolution shall be in force and take effect :1

Emergencies were found in several budgets and Resolution No. C-606 was signed
as follows:

WHEREAS, it appears to the Board of County Commissioners for Jefferson County,
that the following budgets will not have sufficient fUnds to maintain them for the
year of 1964, due to emergencies which could not have been foreseen at the time of
