described plan of capital improv~ents. the County shall issue and sell its unlimited tnJ
levy general obligation bonds in the princi.J>al amount of $35,000.00. Said bonds shall 1
bear interest at a rate of not to exceed 6% per annum, and shall mature serially in ii
fifteen years from date of issue. Both principal of a nd interest on said bonds shall be :1
payable out of annual tax levies to be made upon all the taxable property wi thin the
County without limitation as to rate or amount. The exact date, form, terms and matur-
ities of said bonds shall be as hereafter fixed by resolution of the Board of County
Commissioners.
Section 3. It is hereby found and declared that an emergency exists requiring the
submission to the qualified electors of the County of the proposition of whether or not
the County shall,issue such bonds for such purposes, at'a special election to be held in
therein onSeptember 20, 1966, in conjunction with the county and state primary election
to be held on sai d date.
The Jefferson County Auditor, as ex officio Supervisor of Elections for Jefferson
County, is hereby requested to also find the existence of such emergency and to call and
conduct such special election and to submit to the qualified electors of t.1.e County at
said special election the following proposition:
PROPOSITION
COUNTY COURTHOUSE IMPROVEMENT BONDS, #35,000.00
Shall Jefferson County, WAshington, issue its general
obligation bonds in the principal amount of $35,000.00, such
bonds to bear interest at a rate of not to exceed 6% per
annum, to mature serially in fifteen years from date of
issue, and to be paid both principal and interest out of
annual tax lev! es to be made upon all the taxable property
within the county \'lithout limitation as to rate or amount,
foe the purpose of providing funds to acquire and install
an elevator in the County Courthouse, all as more speci-
fically provided in a resolution of the Board of County
Commissioners adopted August 22, 1966?

Mr. Daly then presented a second resolution providing for the employment of bond
counsel, and the same having been read in full, upon the motion of Mr. Arey, seconded by
Mr. Huntingford the resolution was unanimously adopted, and the same being numbered
C-652, is hereinafter set forth in full, to-wit:
RESOLUTION NO. c-652
A RESOLUTION of the Board of County Commissioners
of Jefferson County, Washington, retaining
counsel for certain services in connection
with the authorization, issuance and sale of
unlimited tax levy senoral obligation bonds
of the County in the principal amount of
$35,000.00.
WHEREAS, it is deemed necessary and advisable that Jefferson County install an
elevator in the County Courthouse located in Port Townsend, Washington, and to provide
funds to pay the oost thereof, issue arid sell its unlimitod tax levy generul oblig,o.tion
bonds in the prinoipal amount of $35,000.00 and
WHEREAS, the Constitution and statutes of the State of Washington require that the
question of whether or not such bonds may be issued for such purpose must be approved by :1
the quali fio d 919 otors of the County; and ,[
WHEREAS, it io further deemed neoossary and advi sablo that bond counsol experienoed
in such matters be retained to dra~1 the resolutions, notices and other documents neC8SEJar
for the authorization issuance and sale of said bonds and to give their opinion as to th
validity thereof at the time of their aale;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commi6sioners of Jefferson Co ty,
Washington, as follows:
That Preston, Thorgrimson, Horowitz, Starin & Ellis, attorneys at law of Seattl.,
Washington, be and they are hereby retained to perform the servioes abov:e set forth, and
