Section 2. For the purpose of providing funds necessary to carry out the above-
descri bed plan of capi tal improvements, the County shall issue a nd sell its unl1mi tedi
tax levy general 0 bl1gation bonds in the principal amount of $35,000. Said bonds shall :1
bear interest at a rate of not to exceed 0% per annum, a nd shall mature serially ini
from two to fifteen years from date of issue. Bet.h principal of and interest on said b~nds
shall be payable out of annual t.ax levies to be made upon all the tnxi:{ble property wi thih
the County without limitation aF.l to rate or amount. The exact date, form, terms and !t
maturi ties of sai,d bonds shall be as hereafter fix by -resolution of the Board of County II
Commissionerfl. :;
Section 3. It is hereby found and declared that an emergency exists requirillg the Ii
submission to the qual1fi ad ele ctorc1 of the County at a spe cial election to be held the~ein
on the $th day of November, 1966, of the proposition o'f whether or not it should sell 'I
such bonds for such purpose. '
The Jefferson County Audi tor, as ex-offici 0 Supervisor of Elections for Jefferson ,;
County, is hereby requested to also find the existence of such emergency and to call and,
conduct said special election to be held within the County on said date and to submit ::
to the qualified electors of the County at said special election the follo'N'ing proposition:

Shall Jefferson County Washington, issue its general obligation bonds in the
principal sum of $35,000, such bonds to bear interest at a rate of not to exceed
0% per annum, to mature serially in f rom two to fifteen years from date of issue,
and to be paid both principal and interest out of annual tax levies to be made
wi thout 11mi tatio n as to rate or amount, for the purpose of providing funds to
acquire and install an elevator in the County Courthouse, all as more specifically i'

The Preliminary Budgets ha ving been duly fi led with the Board of County Commissioner's
on or before September 6, 1966, and with the County Auditor on or before the second Monday
in August, 1966, in accordance with the provi sions of the law, and due noti ce hav:lhg ,:
been published in the Port Townsend Leader th8.t on t.he first Monday in October, 1966,
the Board of County Commissioners whould meet for the purposo above stated, and after
hearing with the various organizations representing taJC payers, !U1d having heard all
matters in connection with the Budget, it was ordered that tax. levies be set as:
follows and the following budgets approved upon motion made byLyall arey, saconded by I
