The Board or Jefferson County Commissioners met in regular session with
Chairman George Huntin~ford and Commissioner Lyall Arey present. Commissioner
Kelly in Washington' D. C.
Pete Hildebrandt, Public Healthe Department, appeared in regard to the
Air Polution Control Legislation XI~r~YX~1~~ passed in 1967 and known as the
\'/ashington Clean Air Act. (SUB. SB 46) (refer t,o Volume G, Page 1633). In 1969
a twelve county air polution control district with King, Pierce, Snohomish, Skagit,
Whatcom, Clallam and Jefferson among others in the twelve county district, iX~~
B~~RKXRMXXKaKxRx will form a district for air pollution control unless separate
districts are set up by that date. Would be better for the smalle11 counties to
form their own district as their problems are not as intensified as in the larger
counties. It was suggested that Cla~lam, Jefferson, Mason, Thurston, Grays Harbor
and Lewis Counties form their own Olympic District where thete problems would be
of a like nature. Local money is ba~ed on a per capita basis. State and Federal
Grant monies available to activate Districts. County Commissioners must hold a
public meeting regarding merger with other counties. One commissioner will be
appointed along with one representative from the City - set up budget procedure.
County Commissioners responsibility for initial action only. Letter will be sent
regarding Commissioners recommendation (pulp mills and aluminum mills to be excluded
from local districts and under State control) and tho boundaries of the area we would
like to form.
