f;irs. Wallen, Port Townsend City Librarian, said that County and City Libraries III
in Clallam County are not compatible. y~. Wallen felt we could not support two library,
systems. Neil Potthoff felt presant Library system adequate to serve east end of II
County. There seemed to be the feeling that bi-county services were inadequate as I
Jefferson County was only served wi th part time servi ce while Clallam had full time. II
Gordon Hunt stated our Health Department with Clallam County and the County Agriculturis~
Agent has proven satisfactory. Mrs. Lee Davis felt all joint county services ware not il
as good as they could be. The County Agent has not been able to serve the Jefferson ~!
County Fair. Commissioner Huntingford felt that the West end of the County is without il
library service. Mrs. Wallen felt a 8i-Counties Library District would shift the contrdl
to Port Angeles area and only duplicate existing services offered by City Library. Jerry
Simpson said Clallam-Jefferson Counties Community Action Council did not purposely push ii
the Rural Library District formation but it showed the need in a survey of Rural areas. !I

Mhosen by Jerry Simpson from the Community Action Council,will make up a committee to ;i
investigate possibility of Cit.y Library furnishing rural services. I!
Mrs. Lee Davis appeared to say she had gone to State Museum to review papers of
L. D. McCardell of Quilcene and reported that they are very neat, well-kept records.
The local museum may be able to acquire copies of the originals.

Councilmen John Siebenbaum, Robert Carter and Roy Lindsey appeared in answer to i:
Commissioners invitation to Council and Mayor to review the the impact that Chapter 146,:
Extraordinary Session, 1967, Engrossed House Bill 934 would have on the City of Port ;:
Townsend and the County of Jefferson. Jim Sofie, the Assessor, reviewed the tax and ,
millage structure of the City and the County. Prosecuting Attorney Daly suggested that
close investigation be given the preliminary budgets by Commissioners as he felt the
City of Port Townsend did not scrutinize their budgets close enough~ There is a one
mill deficiency that the County will be penalized if the City cannot adjust their budget
accordingly. This is due to their interpretation of the 1967 Act relating to revenue
and Taxation that is mentioned above. The one mill in question would be a ~23,000.00i
plus lost to the County by which the City would gain only $5,000.00 plus. The Council- ::
men felt they would review their approved budget. "
There being no further business before the commissioners, the meeting was adjourned
and the Commissioners would continue on road inspection and progress tour.

A special meeting of the Board of County Con~issioners for Jefferson County was
held with all members present,.after careful consideration of the letter from the
Mayor and the City Council which offered no solution other than a compromise by \'lhich
the County would lose about 4~5,OOO.00 plus, it was unanimously resolved that an action
be filed in the Superior Court seeking an adjudication of the millage amounts to be
allowed the City, County and the Sehool Districts for the ensuir-lg year and the County
Auditor, as Ex-officio Clerk of this Board be and she is hereby authorized to execute
such documents in this matter as may be prepared by the Prosecuting Attorney,
Resolution D-20 was approved as follows:

Petitions purporting to be signed by at least ten per cent (10%) of the registered'
voters of Jefferson County; outside the area of the City of Port Townsend, asking that I
the question, "Shall a rural county library district be established?" bo submitted to a
vote of the people, having been received and filed with the Board of. County Commissioners:
