II II Discovery Bay Village appeared and requested a preliminary hearing for Discovery l:Jay II Village plat. Hearing will be held at 11 a.m., Novllrnber 20, 1967. I Copies of letters received from State Liquor Board to A. Hadlock House, Inc. Hadlock House Inn, Box 267, Hadlock, W~shington in regard to approval of H License in lieu of C-D License and B. A letter to Holland Fred Barrett, Discovery Bay Lodge, to advise him in accordunce with his letter of October 2, 1967, they have withdrawb his application for Class H I.icense privileges and listed same for refund. His refund check for $183.33 was returned to him by the State. Engineer Becker reviewed a letter with the Commissioners that he received from Donald, A, Morrison of the Olympic Health District. lie asked that the following be presented to:! the Commissioners and the Developer of Hood View Estates, " "It appears that the northern boundary of this plat includes the watershed of the public water supply of ~ater District No. l. We could not allow any development of this , watershed which would jeopardize this water system. If the Water District did not ' , obtain legal easements and provisions to protect the drainage area from the property owner there may be some further legal problems to work out. ' Further, due to the general knowledge of the area we ~vould request that additional percolation tests be made, the holes to be flagged, left open and that this department be notified upon completion of the tests. FolloWlng receipt of this information an on-site inspection will be made at which time other factors affecting platting will be observed. If the developer cannot furnish this information within the next two weeks I would suggest that the public hearing on the plat be postponed until December." The Commissioners felt no action could be taken until the developer complied with the Health Department's requirements as l'fiI'. Morrisdm and Becker advised. Sleavin-Kors, professional Engineers, 201 Hess Building, 901 Tacoma Avenue So., Tacoma, 98402, FU J-449l, wrote in regard to House Bill l39 which enables the Counties to initiate sewer and water supply projects and participate in Federal Aide programs, offered their assistance and services to Jefferson County. Since the issuing of this bill their philosophy in working with municipalities has been applied for the beilefit of Pacific,as well as Grays Harbor County. They have instructed Sleavin-Kors to prepare applications to the Department of Housing and Urban Develop~eny for Federal Funds to plan and design the facilities for trouble areas. As is often the case with new legisl- ation , there has been confusion in the interpretation of House Bill 139, particularly by the Hossing and Urban Development officials. However ,with the help of Mr. Chambers and !-Ir. McGoffin, of the County Commissioners Association, Sleavin-Kors has worked out a method of procedure ".lith the Housing and Urban Development Office for applying for loans and: grants to Counties. They respectfully suggest the Commissioners serious consideration to the potential of House Bill 139 and the material help that Sleavin-Kqrs' experience and capacity can contribute to our County. Notifications were received from State of :tashington Department or Natural Resources County 'l'rust Land Transmittal of Funds sent to County Treasurer. Application 1156389 in the amount ~16.00, Henry P r..ullins for brush lease rental located SW4 SE4J. Section 15 Township 26 North, Range 1 West, and Application No. 56390 in the amount of ~48.00, Henry P. Mullins for brush lease located in 32 SW4 and SW4 SE4, Section 26, Township 27 North, Range 1 ~est.
